J <br /> Planning Commission Regular Meeting Minutes <br /> April 21, 2009 <br /> Page 7 <br /> 1 Chair Stromgren stated his position that the referenced 60 square foot sign area is too big, and <br /> 2 that the proposed language submitted by the school district is far to open ended. He suggested it <br /> 3 could be specified that signs would only apply to Palm Field with other options ruled out. <br /> 4 <br /> 5 Commissioner Jensen commented there are times when there are many different things like <br /> 6 Village Fest and walkathons going on in Central Park. He requested verification that these types <br /> 7 of things will not be ruled out and noted that a conditional use permit process to allow for <br /> 8 temporary signs could be beneficial. Chair Stromgren noted the possibility of a permit being <br /> 9 obtained for a one week time period. <br /> 10 <br /> 11 Motion carried unanimously. <br /> 12 <br /> 13 VIII. CONCEPT REVIEWS <br /> 14 <br /> 15 VIE.1 CUP REQUEST FOR ELECTRONIC SIGNS (2)— ISD 282 <br /> 16 <br /> 17 Assistant City Manager Moore-Sykes stated staff was contacted by Mr. Linn Bjornrud, Wold <br /> 18 Architects and Engineers, contacted staff to ask about the process for obtaining a conditional use <br /> 19 permit to allow for the placement of electronic signs on the St. Anthony Middle (SAMS) and St. <br /> 20 Anthony High School (SAHS)properties. Staff advised Mr. Bjornrud of the process and the City <br /> 21 sign ordinance requirements. Mr. Bjornrud indicated that animation had been planned as part of <br /> 22 the software program the school district was interested in using for the electronic sign. <br /> 23 <br /> 24 Mr. Linn Bjornrud, Wold Architects and Engineers, addressed the Planning Commission and <br /> 25 provided information on the conditional use permit proposal for electronic signs with animation <br /> 26 and flashing for the SAMS and SAHS properties. The school district would like to replace the <br /> 27 current SAMS and SAHS monument entrance signs with a sign centralized between the schools. <br /> 28 The sign will provide communication on happenings in academics and activities at the schools. <br /> 29 The school district has requested discussion on the possibility of displaying students' <br /> 30 photography on the sign. They are aware that would cross over into the animated sign category, <br /> 31 which is prohibited in the ordinance. They would like discussion from the Commission on <br /> 32 whether it would be worth submitting an application for this request. <br /> 33 <br /> 34 Chair Stromgren stated in regards to the issue of animation, the City went through a conditional <br /> 35 use permit process to put up the electronic sign on Silver Lake Road. There are specifics on the <br /> 36 length of time a message has to be up due to concern of safety hazards with things that change <br /> 37 too quickly and may be distracting to drivers. Approval of animation in the sign by the Planning <br /> 38 Commission or City Council would likely be fairly small. <br /> 39 <br /> 40 Commissioner Crone requested further information regarding the display of photos on the sign. <br /> 41 Mr. Bjornrud replied that the school district sees the sign as a tool for communicating to the <br /> 42 community. They were asking the question of what media would be acceptable and would like to <br /> 43 know whether the school district,which provides a benefit to the community of getting messages <br /> 44 out, would be allowed to use this type of signage. <br /> 45 <br />
