Planning Commission Regular Meeting Minutes <br /> April 21, 2009 <br /> Page 6 <br /> 1 He stated his preference to have the dimensions of the distance from the field to the nearby <br /> 2 properties verified prior to moving forward with the ordinance amendment. <br /> 3 <br /> 4 Commissioner Crone inquired whether it would be appropriate in this format to tighten up <br /> 5 restrictions on language allowed on the signs. Chair Stromgren noted that the discussion at <br /> 6 Concept Review referred to school district policy about tobacco and alcohol. He suggested <br /> 7 attaching a copy of the policy to the conditional use permit. He stated his preference for the code <br /> 8 amendment not being too restrictive with the conditional use permit taking care of what is <br /> 9 proposed at the specific moment in time. <br /> 10 <br /> 11 Motion by Commissioner Jensen to table the amendment to the sign ordinance, temporary <br /> 12 outfield sign; to the May 19, 2009 Planning Commission meeting, with the school district to <br /> 13 propose more specific language or confirm that they would like an area greater than 24 square <br /> 14 feet per sign. <br /> 15 <br /> 16 Assistant City Manager Moore-Sykes stated this is an amendment to the ordinance and the City <br /> 17 Council will be holding three readings. It is possible that the language could be fleshed out <br /> 18 during this process and also in the conditional use permit process. <br /> 19 <br /> 20 Commissioner Jenson indicated that he would like to see a plan, rather than just a concept. He <br /> 21 pointed out that this is setting a precedent and needs to be thought through. <br /> 22 <br /> 23 Chair Stromgren stated that a specific plan should be considered at some point,but would be <br /> 24 more suitable for the conditional use permit process. <br /> 25 <br /> 26 Motion seconded by Commissioner Jenson. <br /> 27 <br /> 28 Commissioner Jensen clarified that the applicant should provide direction on whether it would be <br /> 29 preferred to follow a temporary or conditional use permit process, the preferred size limitation, <br /> 30 and whether there is a cap which would relate to a total fundraising goal. <br /> 31 <br /> 32 Mr. Brever stated with regards to the specific categories of temporary or a conditional use, he <br /> 33 does not see much of a difference and feels it could go either direction based on how the <br /> 34 Commission and Council would like to proceed when the permit request is submitted. There <br /> 35 could be an option whereby the conditional use permit would be good for three years with an <br /> 36 evaluation; he does not believe a new temporary category would be needed. With regard to the <br /> 37 size of the signs, allowance for a larger sign in the ordinance amendment would likely be <br /> 38 preferred, while a smaller size could be required in specific conditional use permits. With regard <br /> 39 to submitting a plan, this would be done during the conditional use permit process. <br /> 40 <br /> 41 Chair Stromgren requested the following changes to the conditions included in the proposed <br /> 42 Amendment to Title XV, 155.29 (D): <br /> 43 13 Item#4: Individual signs cannot exceed 15%or a cumulative of 500 square foot total, <br /> 44 whichever is less. <br /> 45 o Item#5: Signs may be displayed for up to six months per calendar year. <br /> 46 <br />
