Planning Commission Regular Meeting Minutes <br /> May 19, 2009 <br /> Page 4 <br /> 1 Commissioner Jenson stated he likes the cleanliness of the fields, but can see advantages with <br /> 2 advertising that can bring money for the programs. He inquired about the ability to pull the <br /> 3 allowance of signage through the CUP if there is significant feedback from the residents that the <br /> 4 signage is undesired. Chair Stromgren noted this is likely easily done through the CUP process. <br /> 5 Assistant City Manager Moore-Sykes indicated there have been occasions where an ordinance <br /> 6 amendment was made with a sunset date and reevaluated at that point. <br /> 7 <br /> 8 Commissioner Jensen stated he would propose that signage only being allowed through a CUP is <br /> 9 a sunset in and of itself. He stated his support of allowing the ordinance and text amendment to <br /> 10 move forward. <br /> 11 <br /> 12 Chair Stromgren stated he does not find the signage objectionable when done under a controlled <br /> 13 environment. He has looked at it from all sides of the park and does not see it to be an issue. He <br /> 14 suggested a sunset provision of three years to allow time to see if the signage is an issue. <br /> 15 <br /> 16 Commissioner Jenson indicated his support of the proposed sunset provision. <br /> 17 <br /> 18 Motion by Commissioner Jensen, seconded by Commissioner Cincoski, to recommend <br /> 19 acceptance of the ordinance text amendment proposal to allow signage within the Central Park <br /> 20 area as proposed. <br /> 21 <br /> 22 There was discussion on whether to include a sunset provision in the ordinance amendment. <br /> 23 Commissioner Jensen suggested recommending that the City Council determine whether to <br /> 24 include a sunset time period of four to five years in the ordinance amendment. <br /> 25 <br /> 26 Consensus of the Commission was to include the following text and conditions in the ordinance <br /> 27 text amendment to Section 155, Sign Ordinance: <br /> 28 <br /> 29 Subject to the approval of the City Council and as a conditional use, an educational or <br /> 30 nonprofit institution may post signs displaying commercial, educational or philanthropic <br /> 31 messages on walls or fences located around sports fields, subject to the following minimum <br /> 32 conditions: <br /> 33 1. Signs must face inward, toward the playing field; <br /> 34 2. Signs shall not be permitted to flash or contain any animation or internal illumination; <br /> 35 3. Signs may not be erected within 250 feet of a residential district; <br /> 36 4. Individual signs cannot exceed 60 square feet in surface area; <br /> 37 5. Aggregate sign area cannot exceed 15% of the fence or wall area surrounding the <br /> 38 field(or a cumulative of 500 square foot total,whichever is less; and <br /> 39 6. Signs may be displayed for up to six months per calendar year. <br /> 40 <br /> 41 Commissioner Cincoski questioned if the term"sports fields" with the distance requirements will <br /> 42 allow for signage at the football field. Mr. Brever replied it would allow signs on one side of the <br /> 43 football field. <br /> 44 <br /> 45 Motion carried 5-1. (Commissioner Heinis opposed). <br /> 46 <br />
