r
Planning Commission Regular Meeting Minutes
July 21, 2009
Page 4
Commissioner Jenson inquired about additional antennas being added in the future. Mr.
Skaalerud replied that T-Mobile is proposing a total of nine antennas at this time. The antennas
are needed for call capacity.

Commissioner Chaput inquired about the likelihood of co-location with another company on the
rooftop in the future. Mr. Skaalerud indicated that T-Mobile would have no objection if the
condo association were to enter into another agreement for additional antennas.

Commissioner Jenson questioned if there are any safety concerns for the residents. Mr.
Skaalerud replied that the signal comes off the antenna and shoots out. Once you are down on the
ground there is no measurable signal. He stated the FCC guide pamphlet discusses safety issues;
the Telecommunications Act of 1996 precludes local boards from considering RF exposure as a
safety factor in denying these requests.

Commissioner Jensen inquired whether it would be an issue to increase the three foot clearance
proposed between the equipment box and the fencing to five or six feet for maintenance. He also
inquired about including trees and shrubs for screening. Mr. Skaalerud indicated that T-Mobile
would agree to these requests.

Commissioner Jensen suggested the CUP include the ability to allow some type of enhancement
or minor size increases/change-outs of the antennas. Mr. Skaalerud explained that antennas have
been getting smaller and more efficient; any changes would be to smaller antennas.

Chair Stromgren inquired about the status of the agreement between T-Mobile and the condo
association. Mr. Skaalerud stated he believes a lease has been agreed to. He met with the
association several months ago and went over the placement of the antenna. A representative of
the association is present tonight.

Mr. Skaalerud reviewed the T-Mobile Coverage Map and explained that the proposed antennas
will substantially improve the quality of coverage.

Mr. Edward Brozak, 2601 Kenzie Terrace#230, addressed the Planning Commission and stated
he was asked to let the Commission know that the condo association voted on this. The majority
of the association is fine with this as long as it does not interfere with their televisions and
antennas.

Mr. Steve Daylor,Vice President of the Kenzington Association Board, addressed the Planning
Commission and stated he recently became a member of the Association Board. He questioned
if the equipment box will emit any noise. Mr. Skaalerud replied that the radio equipment is
silent. Sometimes an air conditioner and heater will be put in the box to maintain the
temperature.

Mr. Daylor asked if the equipment box could be placed in a different location. Mr. Skaalerud
replied that T-Mobile would be happy to put it anyplace that makes sense. The proposed location
is where the previous Board wanted the box to be located.
