Planning Commission Regular Meeting Minutes <br /> November 17, 2009 <br /> Page 3 <br /> 1 • Inspectors respond to issues such as long grass with a notice left at the property. <br /> 2 Enforcement efforts increase if there is not a response to the violation. <br /> 3 • Many of the enforcement activity relates to housing type issues, such as home and lawn <br /> 4 maintenance. This may be attributed to the economy and the amount of foreclosed <br /> 5 homes. <br /> 6 <br /> 7 X.2. REVIEW OF ZONING ORDINANCE REVISIONS <br /> 8 <br /> 9 Assistant City Manager Moore-Sykes reported on the status of the following revisions suggested <br /> 10 by staff, residents, the City Attorney and Planning Commissioners in July 2005 as outlined in the <br /> 11 November 17, 2009 memorandum to the Planning Commission, noting that many of the issues <br /> 12 have been resolved by ordinance amendments or the re-codification of the City Code. <br /> 13 • Amend Section 1660 <br /> 14 • Accessory Uses <br /> 15 • Customary Home Occupations <br /> 16 • Non-Commercial Opinion Sign Ordinance <br /> 17 • Amend Section 810.03 to include language allowing native prairie plants <br /> 18 • Amend PUD to include smaller areas than the 3 acre minimum <br /> 19 <br /> 20 Assistant City Manager Moore-Sykes reported on the status of the following items that have <br /> 21 been considered in the past: <br /> 22 • Electronic Gas Pricing Sign: The City continues to prohibit the use of electronic gas <br /> 23 pricing signs. <br /> 24 • Eight-foot fences: The fence height of six feet remains unchanged in the updated and <br /> 25 revised City Code. The Planning Commission reviewed proposed changes to the City <br /> 26 Code to increase the fence height to eight feet. <br /> 27 • Egress Windows: Two years ago, the Planning Commission reviewed a proposed change <br /> 28 to allow egress windows as an allowable encroachment into the setbacks providing that <br /> 29 the rights-of-way were preserved. The Planning Commission recommended the proposed <br /> 30 change to the City Code and the City Council approved the ordinance changes regarding <br /> 31 egress windows. <br /> 32 <br /> 33 Chair Jensen asked if staff has a work program relating to issues raised by the Planning <br /> 34 Commission or if this would relate primarily to code or zoning issues raised by the Commission. <br /> 35 Assistant City Manager Moore-Sykes replied that the work plan would primarily relate to issues <br /> 36 relating to the City Code raised by the Planning Commission, City Council or staff. She noted <br /> 37 the Planning Commission would generally address these issues first if it involves land use or <br /> 38 zoning issues. <br /> 39 <br /> 40 Chair Jensen suggested a discussion on the open Zoning Ordinance revision items during the <br /> 41 joint City Council/Planning Commission that will likely be scheduled in early 2010. He noted <br /> 42 over the past several years he has suggested amending the PUD to include smaller areas than the <br /> 43 three-acre minimum. He pointed out that with redevelopment it is becoming clear in other <br /> 44 communities that three acres is likely a little large. He commented that the three-acre threshold <br /> 45 may not be met in the parcels that are likely to be developed in St. Anthony over the next several <br /> 46 years. <br />
