He indicated that their <br /> 2 neighbors recently built a garage approximately 20-22' wide and felt that their proposed garage <br /> 3 is not grossly oversized compared to neighboring garages and is not out of line with the essential <br /> 4 character of the neighborhood. He added that the existing sidewalk will be torn out which will <br /> 5 allow more green space in this area. <br /> 6 <br /> 7 Chair Jensen closed the public hearing at 7:52 p.m. <br /> 8 <br /> 9 Commissioner Heinis asked if there will be any difference in height between the current garage <br /> 10 and the proposed garage. He also asked if the Bergum's yard drains into the neighbor's property. <br /> 11 <br /> 12 Mr. Mark Van Patter,MVP Construction, stated that the new garage will be 20-21' high and they <br /> 13 plan to add one course of block to the slab. He stated that there is a swale between the driveways <br /> 14 and the area is fairly flat. <br /> 15 <br /> 16 Commissioner Heinis asked if the lot coverage limitation includes the driveway. <br /> 17 <br /> 18 Assistant City Manager Moore-Sykes replied that the site plan shows removal of the concrete <br /> 19 sidewalk and replacing it with pervious pavers and this was not included in the calculations for <br /> 20 lot coverage. <br /> 21 <br /> 22 Chair Jensen stated that the dilemma in evaluating this request is that there is nothing to show the <br /> 23 existing impervious surface coverage and the proposed lot coverage is more than the 35% <br /> 24 limitation. He indicated that he would like to see the applicant come up with a summary of the <br /> 25 impervious surface calculation existing today, because whichever size garage is chosen, there <br /> 26 can be no greater than 35% impervious surface coverage. He stated that if the goal is to <br /> 27 minimize the number of variance requests, the applicant might consider using more pervious <br /> 28 pavers in the driveway area. He added that it may be helpful to table action on this item to allow <br /> 29 the applicant to work on the lot coverage calculations. <br /> 30 <br /> 31 Motion by Commissioner Heinis, second by Commissioner Cincoski,to recommend that the City <br /> 32 Council approve a variance request to build a 768 SF garage and approve the rear yard setback <br /> 33 variance. <br /> 34 <br /> 35 Chair Jensen suggested a friendly amendment to approve the variance requests contingent upon <br /> 36 the applicant reducing the impervious surface area of the lot, consistent with the City's lot <br /> 37 coverage limitation of 35%. <br /> 38 <br /> 39 Commissioner Heinis approved the friendly amendment. <br /> 40 <br /> 41 Commissioner Cincoski seconded the friendly amendment. <br /> 42 Motion carried 4-0. <br /> 43 <br /> 44 <br /> 45 <br /> 46 <br />
