Planning Commission Regular Meeting Minutes <br /> October 18, 2011 <br /> Page 8 <br /> 1 Commissioner Crone requested that the property owner consider adding some directional arrows <br /> 2 to the parking lot to alleviate confusion that drivers may have when exiting the area by Subway. <br /> 3 She also asked if outlets could be added in the parking lot during the mill and overlay project. <br /> 4 <br /> 5 Mr. Kozulla stated that during the mill and overlay project,they plan to get 120 volt power to the <br /> 6 power poles in the parking lot. <br /> 7 <br /> 8 Motion by Commissioner Chaput, second by Commissioner Cincoski,to recommend that the <br /> 9 City Council approve the amended Comprehensive Sign Plan consistent with the revised <br /> 10 application, including allowing 3SF per lineal foot of tenant frontage with total signage area not <br /> 11 to exceed 15%of the total wall area and allowing up to two ground signs consistent with current <br /> 12 City Code and not to exceed 80SF. <br /> 13 <br /> 14 Motion carried 6-0. <br /> 15 <br /> 16 2. LANG-NELSON AUTUMN WOODS ASSISTED LIVING PROJECT <br /> 17 <br /> 18 Mr. Greg Bronk,President of LaNel Financial, appeared before the Planning Commission and <br /> 19 stated that LaNel has managed the Autumn Woods apartments since 1988 and purchased <br /> 20 adjacent parcels from the City in 2004 with the intent to build a 72-unit assisted living facility <br /> 21 located south of the Autumn Woods apartments. He indicated they feel the assisted living <br /> 22 facility will provide housing services to the residents currently living in the apartments and will <br /> 23 allow them to stay in St. Anthony. He stated that this project may create up to 36 full-time jobs <br /> 24 in the community, including property management, food service, and health care; in addition, the <br /> 25 contractor estimates that approximately 47,000 work hours will be required to complete the <br /> 26 project and would involve 225-250 people working on the site during the construction period. <br /> 27 <br /> 28 Assistant City Manager Moore-Sykes explained that a public hearing on this PUD will be held in <br /> 29 November and a recommendation forwarded to the City Council for consideration the following <br /> 30 week. <br /> 31 <br /> 32 Mr. Jay Nelson, architect, appeared before the Planning Commission and presented several <br /> 33 architectural renderings of the project. He stated that one of the big issues with the site has been <br /> 34 water retention and dealing with storm water without overwhelming the existing ponds. He <br /> 35 discussed the layout of the building,proposed amenities, parking, and landscaping. He stated <br /> 36 that they have a request in to the County for additional parking on Kenzie that will help enhance <br /> 37 an urban atmosphere and promote future development. <br /> 38 <br /> 39 Chair Jensen requested further information regarding the developer's response to the concerns of <br /> 40 the neighbors. <br /> 41 <br /> 42 Mr. Bronk advised that there was one neighbor who asked if they would buy his house and initial <br /> 43 discussions indicated that the property owner was asking for a price in the mid-$200,000's. He <br /> 44 stated they have concluded that they have enough land for the building and parking lot and do <br /> 45 not need to purchase any additional land. <br /> 46 <br />
