STAFF REPORT <br /> To: Chair and Planning Commission Members <br /> From: Kim Moore-Sykes,Assistant City Manager 019 <br /> Date: November 15, 2011 <br /> Subject: PUD Amendment — Autumn Woods Assisted Living Facility <br /> Requested Action: Public Hearing <br /> Date Application Received: N/A <br /> Property Address: 2580 Kenzie Terrace <br /> Zoning District: PUD —R-4 <br /> 60-Day Expires: January 2, 2012 <br /> Waiver Letter Required: Yes Date Sent: No <br /> Future Action: Council Approval of Planning Commission Recommendation <br /> Background: <br /> Mr. Greg Bronk and the LaNel Group met with Staff to complete their preliminary plans for the proposed <br /> construction of an assisted living facility to be located adjacent to their Autumn Woods Apartment I complex on <br /> 2580 Kenzie Terrace. The proposed facility will have approximately 72 assisted living units. Mr. Bronk and Ms. <br /> Caitlin Goff came before the Planning Commission at its September 20, 2011 meeting for a concept review of <br /> the site and facility plan. <br /> Analysis: <br /> Zoning District: The proposed project is located adjacent to the existing Autumn Woods apartment facilities. <br /> The parcel for the proposed assisted living facility was purchased from the City in 2000 and was included in the <br /> PUD designation that exists for the existing Autumn Woods facility as part of a Planned Unit Development <br /> approved in 2003. <br /> As defined in X152.201 DEFINITIONS, a PUD or Planned Unit Development,is a zoning district and <br /> development plan which may include single or mixed uses, and one (1) or more lots or parcels, and which is <br /> intended to create a more flexible, creative,and efficient approach to the use of land. Any PUD shall be subject <br /> to the procedures, standards and regulations contained in the zoning subchapter. The agreement entered into <br /> between the developer and the City to incorporate all terms,requirements and conditions of the PUD approval. <br /> X152.202 provides the City the ability to authorize and approve a PUD based on the following criteria. <br /> Varie : Within a comprehensive site design concept, a mixture of land uses, housing types and densities; <br /> Sensitivity: Through the departure from the strict application of required setbacks,yard areas, lot sizes, <br /> minimum house sizes,minimum requirements, and other performance standards associated with <br />
