Planning Commission Regular Meeting Minutes <br /> November 15, 2011 <br /> Page 8 <br /> 1 Assistant City Manager Moore-Sykes presented the staff report. <br /> 2 <br /> 3 Chair Jensen indicated when this project was put together,the building requested to have some <br /> 4 movement in terms of how the front facade creates the impression of multiple spaces. He stated <br /> 5 that the photograph in the packet shows how the right hand side could potentially be another <br /> 6 user, so the fact that there is one user creates this requirement for a variance. He asked whether <br /> 7 the variance is required because this is one user or whether the City is trying to get clarity on one <br /> 8 fagade versus two facades. <br /> 9 <br /> 10 Assistant City Manager Moore-Sykes stated that the City Code defines the requirements by <br /> 11 stating that one identifying wall sign is allowed per commercial establishment. <br /> 12 <br /> 13 Mr. Richard Lang, 475 Cleveland Avenue North, St. Paul, appeared before the Planning <br /> 14 Commission representing Hennepin County Medical Center Community Clinics and indicated <br /> 15 that Hennepin County Medical Center wants the Clinic visible from Highway 88 and wants their <br /> 16 users to be able to find the entrance door. He indicated that a variance for a monument sign was <br /> 17 denied and with that in mind, the Clinic hopes to make a bigger splash on the largest portion of <br /> 18 its storefront and add a smaller sign so people understand where the entrance is located. He <br /> 19 presented drawings of the proposed signage and indicated the main sign blends with the <br /> 20 architecture,does not stand out, and will have down lights with the hopes of creating a fresh look <br /> 21 that separates the Clinic from other tenants. <br /> 22 <br /> 23 Commissioner Niccum noted that it looks like this could be two separate tenant spaces. <br /> 24 <br /> 25 Commissioner Chaput indicated there were doors on the left side at one time which were taken <br /> 26 out when the storefront glass was installed. He stated that in looking at the square footage <br /> 27 signage allotment, if the facades were calculated individually, it would fall within the City's <br /> 28 allotted signage, but in this case, the two facades represent the space of one tenant. <br /> 29 <br /> 30 Commissioner Crone stated that in comparison to the former Snyder's sign, this sign is more <br /> 31 attractive and more appealing to the neighborhood. She asked if there were two signs for <br /> 32 Snyder's. <br /> 33 <br /> 34 Commissioner Chaput stated that Snyder's had two signs. <br /> 35 <br /> 36 Chair Jensen stated that this item will be presented as a public hearing at the December Planning <br /> 37 Commission meeting. <br /> 38 <br /> 39 2. ADMINISTRATIVE LOT COMBINATION—3629 ROOSEVELT <br /> 40 <br /> 41 Assistant City Manager Moore-Sykes presented the staff report and noted that she requested an <br /> 42 aerial photograph which will be included with the staff report. She added that the proposal is to <br /> 43 combine the lots under one property tax statement. <br /> 44 <br /> 45 Chair Jensen stated that this item does not require a public hearing and the Planning Commission <br /> 46 can move its recommendation directly to the City Council. <br />
