Resolution 16 -041 a resolution relating to $1,455,000 General Obligation Improvement <br />2 Bonds, Series 2016A, Awarding the Sale, Fixing the Form and Details and Providing for <br />3 the Execution and Delivery Thereof and Security Therefor and Levying Ad Valorem <br />4 Taxes for the Payment Thereof. <br />Ms. Stacie Kvilvang reviewed both Resolutions 16 -041 and 16 -042 together. The presale for <br />these Bonds were discussed at a previous Council Meeting. Ms. Kvilvang reviewed the details of <br />both bonds, noting the rates received were very good. <br />10 Motion by Councilmember Jenson seconded by Councilmember Brever, to approve Resolution <br />11 16 -041 a resolution relating to $1,455,000 General Obligation Improvement Bonds Series <br />12 2016A, Awarding the Sale. Fixing the Form and Details and Providing for the Execution and <br />13 Delivery Thereof and Security Therefor and Levying Ad Valorem Taxes for the Payment <br />14 Thereof to Baird of Milwaukee. Resolution 16 -042 a resolution relating to $1,445,000 General Obligation Tax Abatement <br />19 Bonds, Series 2016B, Awarding the Sale, Fixina the Form and Details and Providing for <br />20 the Execution Thereof and Security Therefor. <br />21 <br />22 Motion by Councilmember Stille, seconded by Councilmember Brever, to approve Resolution <br />23 16 -042 a resolution relating to $1,445,000 General Obligation Improvement Bonds Series <br />24 2016B, Awarding the Sale. Fixing the Form and Details and Providing for the Execution and <br />25 Delivery Thereof and Security Therefor and Levying Ad Valorem Taxes for the Payment <br />26 Thereof to Baird of Milwaukee. WI. <br />27 <br />28 Motion carried 5 -0 <br />29 <br />30 <br />31 C. Resolution 16 -043 a resolution Accepting Plans and Specifications and Ordering <br />32 Advertisement for Bids for the highway Safety Improvement Project (HSIP) <br />33 <br />34 City Engineer Todd Hubmer reviewed the resolution for Council consideration approving the <br />35 plans and specifications and authorizing the advertisement for bids for the Highway Safety <br />36 Improvement Project. Bids are anticipated to be opened on or near June 3, 2016 and bringing the <br />37 bid results to Council in June. Mr. Hubmer indicated the project location on a map. The project <br />38 will include sidewalk improvements on Stinson Boulevard NE and 37`h Avenue NE. <br />39 <br />40 The project will also include traffic signal improvements on Stinson and 37`h Avenue, Stinson <br />41 and 39`h Avenue, 37`h Avenue and Highcrest Road, Silver Lake Road and 37`h Avenue, Silver <br />42 Lake Road and 39`h Avenue, and Silver Lake Road, Silver Lane, St. Anthony Blvd and Brighton <br />43 Blvd, and St. Anthony Blvd and Kenzie Terrace /Silver Lake Road. The traffic signal <br />44 improvements will include countdown timers at pedestrian crossings, APS for the visually <br />45 impaired, additional signal heads, relocating push buttons for easier access, readjusting and/or <br />46 installing pedestrian ramps and upgrading pavement markings. <br />47 <br />
