City Council Regular Meeting Minutes <br />May 10, 2016 <br />Page 4 <br />1 Mr. Hubmer confirmed the project partners are MnDOT, Federal Highway Department, <br />2 Hennepin County, Ramsey County, City of Columbia Heights, City of Roseville and the School <br />3 District. The project costs /funding breakdown is Total Project Cost: $1,598,000; HSIP grant <br />4 award of $690,000; Local required match of $77,000; Hennepin County and Ramsey County <br />5 cost participation; and additional costs above grant amount and locally required match are the <br />6 responsibility of the city and any agreements with partners. <br />7 <br />8 Mr. Hubmer reviewed the remaining schedule for the project. Mayor Faust asked if there are <br />9 countdown timers on all intersections and Mr. Hubmer stated every signal that is being worked <br />10 on will have countdown timers. <br />11 <br />12 Motion by Councilmember Gray seconded by Councilmember Jenson to approve Resolution <br />13 16 -043 a resolution accenting Plans and Specifications and Ordering Advertisement for Bids for <br />14 the City of St. Anthony Village Highway Safety Improvement Project <br />15 <br />16 Motion carried 5 -0 <br />17 <br />18 D. Ordinance 2016 -02 an ordinance Amending Chapter 32 to add Tree Care Ordinance 2nd <br />19 of 3`d readings. <br />20 <br />21 City Manager Casey reviewed that this ordinance would establish the Parks Commission as the <br />22 Tree Board. The Tree Board would be responsible for recommendations to the City Council <br />23 regarding the comprehensive tree plan for areas within the public right -of -way and City parks. In <br />24 addition, if requested by the City Council, the Parks Commission (Tree Board) can consider, <br />25 investigate, and recommend tree care matters as needed. Once adopted the City would be eligible <br />26 for Tree City USA designation. <br />27 <br />28 Motion by Councilmember Brever, seconded by Councilmember Gray, to approve Second <br />29 Reading of Ordinance No. 2016 — 02 an Ordinance Adding Section §32.39 TREE CARE <br />30 <br />31 Motion carried 5 -0 <br />32 <br />33 E. Ordinance 2016 -03 an ordinance Amending Chapter 112 to Change Hours of Sale on <br />34 Sundays for Establishments Holding an On -Sale Intoxicating Liquor License <br />35 <br />36 City Manager Casey reviewed that this ordinance would amend Chapter 112 to change hours of <br />37 sale on Sundays for establishments holding an on -sale intoxicating liquor license. Currently the <br />38 City of St. Anthony allows for intoxicating liquor or wine to be sold in conjunction with food on <br />39 Sundays beginning at 10:00 a.m. The ordinance amendment would change the beginning time on <br />40 Sundays from 10:00 a.m. to 8:00 a.m. Minnesota State Statute 340A.504(3) allows for holders of <br />41 on -sale intoxicating liquor licenses to sell liquor in conjunction with food beginning at 8:00 a.m. <br />42 on Sundays. <br />43 <br />44 Motion by Councilmember Stille seconded by Councilmember Jenson to approve Second <br />45 Reading of Ordinance No 2016 -03 an Ordinance Amending Chanter 112 to change hours of <br />46 sale on Sundays for establishments holding an on -sale intoxicating liquor license <br />47 <br />48 Motion carried 5 -0 <br />
