City Council Regular Meeting Minutes May 10, 2016 Page 4 1 Mr. Hubmer confirmed the project partners are MnDOT, Federal Highway Department, 2 Hennepin County, Ramsey County, City of Columbia Heights, City of Roseville and the School 3 District. The project costs /funding breakdown is Total Project Cost: $1,598,000; HSIP grant 4 award of $690,000; Local required match of $77,000; Hennepin County and Ramsey County 5 cost participation; and additional costs above grant amount and locally required match are the 6 responsibility of the city and any agreements with partners. 7 8 Mr. Hubmer reviewed the remaining schedule for the project. Mayor Faust asked if there are 9 countdown timers on all intersections and Mr. Hubmer stated every signal that is being worked 10 on will have countdown timers. 11 12 Motion by Councilmember Gray seconded by Councilmember Jenson to approve Resolution 13 16 -043 a resolution accenting Plans and Specifications and Ordering Advertisement for Bids for 14 the City of St. Anthony Village Highway Safety Improvement Project 15 16 Motion carried 5 -0 17 18 D. Ordinance 2016 -02 an ordinance Amending Chapter 32 to add Tree Care Ordinance 2nd 19 of 3`d readings. 20 21 City Manager Casey reviewed that this ordinance would establish the Parks Commission as the 22 Tree Board. The Tree Board would be responsible for recommendations to the City Council 23 regarding the comprehensive tree plan for areas within the public right -of -way and City parks. In 24 addition, if requested by the City Council, the Parks Commission (Tree Board) can consider, 25 investigate, and recommend tree care matters as needed. Once adopted the City would be eligible 26 for Tree City USA designation. 27 28 Motion by Councilmember Brever, seconded by Councilmember Gray, to approve Second 29 Reading of Ordinance No. 2016 — 02 an Ordinance Adding Section §32.39 TREE CARE 30 31 Motion carried 5 -0 32 33 E. Ordinance 2016 -03 an ordinance Amending Chapter 112 to Change Hours of Sale on 34 Sundays for Establishments Holding an On -Sale Intoxicating Liquor License 35 36 City Manager Casey reviewed that this ordinance would amend Chapter 112 to change hours of 37 sale on Sundays for establishments holding an on -sale intoxicating liquor license. Currently the 38 City of St. Anthony allows for intoxicating liquor or wine to be sold in conjunction with food on 39 Sundays beginning at 10:00 a.m. The ordinance amendment would change the beginning time on 40 Sundays from 10:00 a.m. to 8:00 a.m. Minnesota State Statute 340A.504(3) allows for holders of 41 on -sale intoxicating liquor licenses to sell liquor in conjunction with food beginning at 8:00 a.m. 42 on Sundays. 43 44 Motion by Councilmember Stille seconded by Councilmember Jenson to approve Second 45 Reading of Ordinance No 2016 -03 an Ordinance Amending Chanter 112 to change hours of 46 sale on Sundays for establishments holding an on -sale intoxicating liquor license 47 48 Motion carried 5 -0
