Housing and Redevelopment Authority Meeting Minutes <br />• August 13, 1996 <br />Page 5 <br />job to ensure the abatement contractor complies with current codes and <br />specifications. A second bid in the amount of $3,500.00, including <br />$2,000.00 to write the specifications and $1,500.00 for project <br />management, had been received from Legend Company. Ms. Hermann <br />noted Legend Co. had good references. <br />Mayor Ranallo questioned why they had obtained only two bids. <br />Mr. O'Brien stated a third bid had been received but that company did not <br />have the experience level or the firm history of the other two companies. <br />9 Faust expressed his concern with the two bids being so drastically <br />10 different. He asked if Mr. O'Brien was confident in the reputation of <br />1 I Legend Company. <br />12 Mr. O'Brien stated he was confident. He noted Legend Co. did bid on the <br />13 original survey work but the contract was awarded to IEA because they <br />14 supplied a lower bid. <br />Motion by Marks, second by Enrooth to approve Legend Company in an <br />amount not to exceed $3,500.00 to provide the specification writing and <br />17 project management for the asbestos removal in the current City Hall <br />18 building. <br />l9 Motion carried unanimously. <br />20 Morrison noted there are funds included in the budget for the asbestos <br />21 abatement consultant and the $19,900.00 for Change Order No. 9. <br />22 Faust questioned what type of locks would be used in the City <br />23 Hall/Community Center. <br />24 Ms. Hermann stated they would use Corbin cylinder locks with a grand <br />25 master system. <br />26 VII. OTHER BUSINESS. <br />27 Morrison introduce an estimate from Bill Bruce A/V Design Production for the design of <br />28 audio and video upgrades for the City Hall/Community Center. He noted Mr. Bruce had <br />29 done the specification for all City offices in Sherburne and Wright Counties. <br />There was Council consensus that the City needed to hire someone to design the video <br />and audio system and that the issue needed to be addressed quickly. <br />
