H.R.A. Meeting October 9, 1990 page 3 • 1 Commissioner Wagner inquired if the problems being experienced in 2 the garages had been solved. The Executive Director responded that 3 the developer had installed drain tile so water would not continue 4 to run down the garage walls. Water from the drain tile was empty - 5 ing into the City's sanitary sewer system which is not allowable. L This practice has been stopped and corrections made so the water is directed to an acceptable exit. 8 9 Commissioner Wagner recalled there had been drainage problems on the 10 parking lot at Walker and the path to the steps needed some work. The 11 Executive Director stated the grade on the parking lot surface needs 12 improvement, but the path had been fixed. 13 14 Discussion continued regarding easements that are needed with the pro - 15 ject. The Executive Director stated that one of the easements is for 16 accessibility on the west side of the building. A watermain in that 17 area will need flushing and it must be accessible for a City truck to 18 perform this task. 19 20 Kraus -Anderson is drafting the easement papers for this area as well 21 as the necessary easement at the Walker for LaNel and for the City. 22 23 Commissioner Enrooth observed that the costs exceeded the amount 24 originally estimated by S9,000 and requested an explanation. The �5 Executive Director responded that the developer was required by Hen - 26 nepin County to "pin" the slabs together. The additional costs were 27 for engineering and field work related to this requirement. Docu- 28 mentation for these additional costs was received by the Executive �9 Director from the developer. He will copy the Commissioners on this. 30 31 The need for emergency vehicle exits was addressed and the Executive 32 Director assured the Commissioners that both the Police Department 33 and the Fire Department had been contacted for their input. 34 35 ProhibitTon of bikes, motorcycles, etc. on the pathway was of concern 36 to Commissioner Marks. Commissioner Enrooth felt barriers could be 37 placed at the entrance of the pathway to effectively stop this kind 38 of activity. 39 40 Commissioner Makowske advised she will abstain from voting as she had 41 previously conducted business with LaNel Financial Group. 42 Motion by Marks, second by Ranallo to direct the Executive Director of �4�4 the H.R.A. to communicate to LaNel Financial Group the following: 45 The H.R.A. requires them to follow the original plan which includes 46 sodding, planting of trees and blacktop and will hold the Letter or 4� Credit until all of the project is finished or request that the Letter 46 of Credit be extended until all items in the project have been completed 49 to the H.R.A.'s satisfaction, including the completion of the easement 50 documents. ri U
