H.R.A. Meeting <br />October 9, 1990 <br />page 3 <br />• <br />1 <br />Commissioner Wagner inquired if the problems being experienced in <br />2 <br />the garages had been solved. The Executive Director responded that <br />3 <br />the developer had installed drain tile so water would not continue <br />4 <br />to run down the garage walls. Water from the drain tile was empty - <br />5 <br />ing into the City's sanitary sewer system which is not allowable. <br />L <br />This practice has been stopped and corrections made so the water is <br />directed to an acceptable exit. <br />8 <br />9 <br />Commissioner Wagner recalled there had been drainage problems on the <br />10 <br />parking lot at Walker and the path to the steps needed some work. The <br />11 <br />Executive Director stated the grade on the parking lot surface needs <br />12 <br />improvement, but the path had been fixed. <br />13 <br />14 <br />Discussion continued regarding easements that are needed with the pro - <br />15 <br />ject. The Executive Director stated that one of the easements is for <br />16 <br />accessibility on the west side of the building. A watermain in that <br />17 <br />area will need flushing and it must be accessible for a City truck to <br />18 <br />perform this task. <br />19 <br />20 <br />Kraus -Anderson is drafting the easement papers for this area as well <br />21 <br />as the necessary easement at the Walker for LaNel and for the City. <br />22 <br />23 <br />Commissioner Enrooth observed that the costs exceeded the amount <br />24 <br />originally estimated by S9,000 and requested an explanation. The <br />�5 <br />Executive Director responded that the developer was required by Hen - <br />26 <br />nepin County to "pin" the slabs together. The additional costs were <br />27 <br />for engineering and field work related to this requirement. Docu- <br />28 <br />mentation for these additional costs was received by the Executive <br />�9 <br />Director from the developer. He will copy the Commissioners on this. <br />30 <br />31 <br />The need for emergency vehicle exits was addressed and the Executive <br />32 <br />Director assured the Commissioners that both the Police Department <br />33 <br />and the Fire Department had been contacted for their input. <br />34 <br />35 <br />ProhibitTon of bikes, motorcycles, etc. on the pathway was of concern <br />36 <br />to Commissioner Marks. Commissioner Enrooth felt barriers could be <br />37 <br />placed at the entrance of the pathway to effectively stop this kind <br />38 <br />of activity. <br />39 <br />40 <br />Commissioner Makowske advised she will abstain from voting as she had <br />41 <br />previously conducted business with LaNel Financial Group. <br />42 <br />Motion by Marks, second by Ranallo to direct the Executive Director of <br />�4�4 <br />the H.R.A. to communicate to LaNel Financial Group the following: <br />45 <br />The H.R.A. requires them to follow the original plan which includes <br />46 <br />sodding, planting of trees and blacktop and will hold the Letter or <br />4� <br />Credit until all of the project is finished or request that the Letter <br />46 <br />of Credit be extended until all items in the project have been completed <br />49 <br />to the H.R.A.'s satisfaction, including the completion of the easement <br />50 <br />documents. <br />ri <br />U <br />
