HOUSING AND REDEVELOPMENT AUTHORITY 2 <br />November 13, 1990 <br />• <br />1 <br />write the easement and give it to the City for approval but have not yet done <br />2 <br />so.. <br />3 <br />4 <br />The original plan showed wood chip trails throughout the entire area. It was <br />5 <br />LaNel's idea to put concrete in later. However, when their architects drew <br />6 <br />the plans they only concerned themselves with the property that LaNel <br />7 <br />owned. The City consultant, Dwayne Grace, and Larry Hamer knew nothing <br />8 <br />about the plans. LaNel went out for bids on the project. Frana & Sons were <br />9 <br />the low bidder, having bid for what the plans stated. The performance bond <br />10 <br />now being held is for the plans as stated. LaNel cannot now do more than <br />1 1 <br />what was planned. <br />12 <br />13 <br />The Northgate group is not real cooperative with taking care of the area. <br />14 <br />They brought in dirt to help with water problems. LaNel's concern is that <br />15 <br />the trail will be neglected and the lack of maintenance will eventually effect <br />16 <br />the Autumn Woods project. The City will do minimal maintenance. LaNel <br />17 <br />doesn't have the money to put in sod or for an asphalt trail. He will, <br />18 <br />however, put in the wood chips and grass seed. The City wood chips are <br />19 <br />gone. <br />• <br />20 <br />21 <br />Burt reported that the county reviewed the median cut plans and the County <br />22 <br />erred. Pinning was not included in the plans. Because the error was caught <br />23 <br />in the field there was an additional engineering charge that could have <br />24 <br />otherwise been avoided. <br />25 <br />26 <br />The easements and the pathway remain as outstanding issues on the <br />27) <br />property. LaNel would like to have their certificate of completion to finalize <br />8 <br />their financial business. Lang has agreed to provide a letter guaranteeing <br />29 <br />they would negotiate their easement for the Walker line with Krause - <br />30 <br />Anderson or move the sewer line if the easement is not granted by a set <br />31 <br />time. <br />32 <br />33 <br />Soth questioned how LaNel could expect Northgate to maintain the trail. He <br />34 <br />felt they would just view it as a city sidewalk. <br />35 <br />36 <br />Burt said that it would be maintained by St. Anthony and used by <br />37 <br />Minneapolis residents. Presently the area is mud. <br />38 <br />39 <br />With regard to the Krause -Anderson easement, Soth said it should be given <br />40 <br />now. Lang's concern was the length of time it is taking to obtain the <br />41 <br />easement. It has already been four or five months. The development has to <br />42 <br />be completed by December 1 according to LaNel's bond funding for the bank <br />43 <br />loan. <br />44. <br />
