City Council Regular Meeting Minutes <br />January 13, 2009 <br />Page 3 <br />agreement between the City and School District that allows the School District the use of the <br />service road in exchange for improvements that were completed by the District in 1999. <br />4 Dr. Rod Thompson, St. Anthony - New Brighton School District #282 Superintendent, addressed <br />5 the Council and provided an overview of the planned improvements at the Middle School/High <br />6 School including a separation of the bus drop -off area from the parent drop -off loop at the south <br />7 side of the building along 33'd Avenue. Dr. Thompson indicated that the proposed improvements <br />8 includes the development of a new dedicated bus loop on the existing City -owned service road <br />9 located immediately to the west of the Middle School/High School building. The School District <br />10 is requesting that the City of St. Anthony permit the School District to expand, improve and <br />11 modify the existing service road to accommodate the planned dedicated bus drop -off loop on <br />12 City property. <br />13 <br />14 Mayor Faust noted the City is held harmless in the resolution with the following statement: <br />15 "Whereas, the St. Anthony -New Brighton School District #282 agrees to name the City of St. <br />16 Anthony an additional insured party on all construction phases and use of the road when <br />17 completed. Also, provide the City with appropriate insurance certificates." He inquired about the <br />18 sight issues coming over the hill. Mr. Scott Johnson, Consultant working with the School <br />19 District, replied the intent is to reduce the hill in order to see all the way up 33`d Avenue. <br />20 <br />21 Mayor Faust inquired about the planned replacement of the watermain. Mr. Mornson replied this <br />22 is currently being looked at with the City's engineering firm. It is included in the five year plan, <br />23 and it may make sense to move it up with the road improvements that will be occurring. <br />24 <br />25 Councilmember Stille verified with Mr. Mornson that infrastructure improvements have not been <br />26 determined yet; the proposed resolution agrees to allow the School District to complete the <br />27 improvements on City property. <br />28 <br />29 Mayor Faust noted there would likely be cost savings associated with completing with <br />30 infrastructure improvements in conjunction with the School District improvements. <br />31 <br />32 Motion by Councilmember Stille, seconded by Councilmember Thuesen, to adopt Resolution 09- <br />33 016; Granting Permission to the St. Anthony —New Brighton School District #282to Expand, <br />34 Improve and Modify the Existing Service Road between Water Tower Park and the St. Anthony - <br />35 New Brighton Middle School to Accommodate the Planned Dedicated Bus Drop -Off Loop. <br />36 <br />37 Motion carried unanimously. <br />38 <br />39 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />40 <br />41 City Manager Mornson reported on the following: <br />42 ■ Water Re -Use honorable mention from the City Engineering Association <br />43 ■ Environmental Award from PCA for salt reduction with MWMO assistance <br />44 ■ MnDOT variance approved for 2009 Street Project <br />45 ■ The 2009 Street Project has been moved two weeks out to the following dates: January <br />46 20`h January 27 th, February 12th, and February 24`h <br />
