Consider Resolution 09 -074: Setting the City of St Anthony Proposed 2010 Tax Levy_ <br />2 and Budget in Compliance with the Truth in Taxation Act Presentation by Mike <br />3 Momson, City Manager and Roger Larson Finance Director. <br />4 <br />5 City Manager Morrison reviewed the resolution with the Council and indicated that this is the <br />6 seventh meeting the City Council has held on the proposed 2010 tax levy and budget. A <br />7 preliminary review was held at the August 25, 2009 City Council meeting. City Manager <br />8 Mornson and Finance Director Larson provided a PowerPoint presentation on the City of St. <br />9 Anthony Proposed 2010 Tax Levy and Budget. The presentation included the following <br />10 information: <br />11 ■ Budget Calendar — 2009 <br />12 ■ 2010 Budget Highlights <br />13 ■ 2009 and 2010 General Fund Budget/Levy Comparison <br />14 ■ 2010 General Fund Revenues <br />15 ■ 2010 General Fund Expenditures <br />16 ■ State Legislature Levy Limit Requirements <br />17 • Services Supported by the General Fund Levy <br />18 ■ 2010 Total Proposed Levy <br />19 ■ Issuance of Debt/Levy Impact <br />20 • Grants/Donations — Partnerships <br />21 ■ Summary of 2010 Budget <br />22 ■ Next Steps in the Budget Process <br />23 <br />24 Councilmember Stille pointed out that while many cities have recently had a loss in Local <br />25 Government Aid (LGA), the City of St. Anthony has not received LGA since 2002. The <br />26 proposed budget includes a 0% increase to the General Fund. There are no salary increases for <br />27 staff, and some employees that are members of certain health plans will actually receive less take <br />28 home pay with the proposed budget. He pointed out that there are no job eliminations as a result <br />29 of the proposed budget. He stated his support of the proposed resolution and asked whether staff <br />30 has received any comments from the public. City Manager Morrison and Finance Director <br />31 Larson indicated that no comments were received on the proposed budget and tax levy. <br />32 <br />33 Mayor Faust recognized staff for the willingness to take a 0% salary increase. He noted the <br />34 positive of the budget not resulting in furloughs or mandatory time off. He commented on the <br />35 concerted effort made by staff and the City Council in acquiring over $15,000,000 in grants since <br />36 1999. He stated the road budget has been increased; the City will not retreat on building roads <br />37 and keeping up the infrastructure. <br />38 <br />39 Motion by Councilmember Gray, seconded by Councilmember Thuesen, to adopt Resolution 09- <br />40 074, Setting the City of St. Anthony Proposed 2010 Tax Levy and Budget in Compliance with <br />41 the Truth in Taxation Act. <br />42 <br />43 Motion carried unanimously. <br />44 <br />45 The City Council announced the date and time of the budget meeting with public input set for <br />46 December 8, 2009, 7:00 p.m. in the Council Chambers. <br />
