City Council Regular Meeting Minutes <br />September 8, 2009 <br />Page 4 <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />4 City Manager Morrison reported on the following: <br />5 August 31, 2009 meeting with New Brighton staff regarding the Silver Lane Road <br />6 project: 1) New Brighton has agreed to replacing the utilities; 2) Staff is looking into <br />7 reducing the road width from 38 feet to 32 feet in order to eliminate some of the <br />8 encroachment with the sidewalk; 3) New Brighton is not interested in proceeding with a <br />9 policy of staggering streetlights at this time; 4) the public works departments of both <br />10 cities are researching the possibility of a cul -de -sac; 5) The only concern of staff is that <br />11 the cities have different timelines. New Brighton holds the assessment hearing in August <br />12 while St. Anthony holds the assessment hearing in February; however, the payable is in <br />13 the same year. <br />14 o Councilmember Stille stressed the importance of the project being done right. <br />15 Mayor Faust noted staff has answered most of the questions raised at the last <br />16 meeting. There does not seem to be concern by the Council in moving forward at <br />17 this time, but the philosophy of the Council has been to do projects correctly the <br />18 first time. <br />19 ■ August 31, 2009 meeting with Minneapolis Parks staff regarding a sidewalk repair on <br />20 Stinson Boulevard. <br />21 ■ September 2, 2009 letter to DNR requesting a one -year extension for the implementation <br />22 of tiered water rates. <br />23 ■ September 1, 2009 meeting with School District 282 staff. <br />24 ■ September 1, 2009 meeting with Three Rivers Park District staff regarding Silverwood <br />25 Park. <br />26 ■ Upcoming Emerald Park Open House on October 14, 2009 <br />27 ■ Fire Department "Fill the Boot ": August 24th — 26th, 2009, $5,400 was raised. <br />28 ■ Autumn Woods Expansion submitted a deposit for the City to do a PUD and TIF analysis <br />29 on the proposed expansion. Stacie Kvilvang of Ehlers and Associates will be present at a <br />30 future meeting to report to Council. <br />31 ■ Striping of MSA roads with Ramsey County was completed last week. <br />32 <br />33 Councilmember Roth reported on his attendance at the wine tasting put on by Michael Mondavi <br />34 of the Mondavi Family on August 27, 2009 at the liquor store on the south end of town. He <br />35 stated Mr. Mondavi travels the country and was extremely impressed with the municipal liquor <br />36 store establishment and staff. <br />37 <br />38 Councilmember Stille announced he will be speaking about the City goals to the Vital Aging <br />39 Council on September 21, 2009 at 2:00 p.m. <br />40 <br />41 Councilmember Thuesen: No report. <br />42 <br />43 Councilmember Gray reported on his attendance at the September 3, 2009 North Suburban <br />44 Access Corporation Meeting. The Organization is actively looking for a new building. It is <br />45 anticipated that the building change will occur within the next 12 months. He reported he will be <br />46 attending the National Association of Telecommunications Officers and Advisors (NATOA) <br />
