City Council Regular Meeting Minutes <br />June 24, 2008 <br />Page 5 <br />2 Mayor Faust commented on the benefits of the water not being routed to the Metropolitan <br />3 Council Sanitary System. <br />4 <br />5 City Engineer Hubmer explained in the near future the City will be required to divert water that <br />6 is currently routed to Mirror Lake to the Metropolitan Council Sanitary Treatment System, and <br />7 the City will be charged for use of the system. Rather than utilizing the Metropolitan Council <br />8 Sanitary Treatment System the water will be routed through the water reuse facility and used to <br />9 irrigate the fields. <br />10 <br />11 Councilmember Thuesen inquired about the possibility of adding on to the storage capability of <br />12 the reuse system in the future. <br />13 <br />14 City Engineer Hubmer replied the tank at this site is likely as large as desired; it would be a <br />15 possibility to construct another tank in another location in the City. <br />16 <br />17 Councilmember Stille inquired how the water is filtered to ensure there is not clogging. <br />18 <br />19 City Engineer Hubmer provided an overview of the filtering process of the reuse system. He <br />20 explained that water from the treatment plant will have on average 10 days to recycle through the <br />21 system. All the fine particles that come in will settle out slowly; a floating intake draws the water <br />22 out of the tank and sucks the clear water from the top. There is also a cleaning system, and once <br />23 per year the tank will be drawn down, cleaned and inspected. City Engineer Hubmer thanked the <br />24 Mississippi Watershed Management Organization, the Rice Creek Watershed District, and <br />25 Hennepin County for their contributions to the project. <br />26 <br />27 Councilmember Roth questioned if there is a guarantee or warranty on the system. <br />28 <br />29 City Engineer Hubmer replied there is typically a two year warranty on manufacture defects. In <br />30 addition, the design standards have been proven across the nation as a standard for construction <br />31 of these types of materials. <br />32 <br />33 Councilmember Roth requested clarification regarding the standards on the backwash that is <br />34 currently drained into Mirror Lake. <br />35 <br />36 City Engineer Hubmer replied the water does not exceed any thresholds for contaminants of <br />37 concern, but the drainage currently puts iron and manganese into Mirror Lake. <br />38 <br />39 Councilmember Roth verified with City Engineer Hubmer that there are lakes that would <br />40 naturally have particles of iron and manganese. <br />41 <br />42 Motion by Councilmember Thuesen, seconded by Councilmember Stille, to adopt Resolution 08- <br />43 040, Awarding a Bid for the Water Reuse Facility Project to Graham Penn -Co Construction, Inc. <br />44 in the amount of $1,283,998.75. <br />45 <br />46 Motion carried unanimously. <br />
