Mayor Faust noted that ultimately the building is funded by the Council, and that the <br />Council gave some guidance in Silver Lake Village. If input were to be provided on this building <br />they would likely look at what has been done in the parks in similar type buildings and the <br />information would be presented at the open house. <br />Councilmember Roth asked what material will be used on the walking path. Ms. Garbarini <br />replied it is currently planned as bituminous. <br />Councilmember Roth verified with Ms. Garbarini that there will still be 18 parking spots when <br />the parking is relocated to the street. Ms. Garbarini explained that the current layout does not <br />make for a safe ingress /egress into the park. This was eliminated and there will now be safe pull - <br />off parallel parking. <br />Councilmember Stille questioned if the resolution authorizing CLOSE Landscape to begin the <br />design development, construction documents, bidding and construction administration for the <br />project is just the beginning of the process. He questioned what the next steps are and noted there <br />is not much time between the Park Commission meeting last night and this City Council meeting <br />tonight. City Manager Morrison stated the intent of this resolution is that the next time Ms. <br />Garbarini and the Park Commission are in front of the Council would likely be February or <br />March with bid openings. All of the public meetings would be in front of the Park Commission, <br />except for the public hearing on setting up tax abatement for the project. This hearing would be <br />held on October 14`". The bond sale will be included with the 2009 street project. He indicated <br />the consultant could come back periodically. The Council has the right to call this project to the <br />Council at any time. <br />Mayor Faust stated the Park Commission has included the amenities they think they would like <br />at this park. If the project were to go over budget it would be requested that the Commission to <br />remove something from the plan. <br />City Manager Morrison stated the motion adopted by the Park Commission last night authorized <br />that everything presented tonight would be included in the design and the bid. He indicated any <br />changes made by the Park Commission would be required to be presented to the City Council. <br />Motion by Councihnember Stille, seconded by Councilmember Roth, to approve Resolution No. <br />08 -057, Authorizing CLOSE Landscape to Begin the Design Development, Construction <br />Documents, Bidding and Construction Administration for the Emerald Park Renovation Project <br />with the Total Budget of $1,408,000. <br />Motion adopted unanimously. <br />
