He mentioned that since the financing was <br />delayed one year from the County, this project was brought back in line with the project <br />schedule. He stated 39`h Avenue would be reconstructed to upgrade the sanitary sewer system to <br />handle the flows from the Silver Lake Village development. Mr. Hubmer indicated the Foss <br />Road lift station and the forced main would be increased in size to handle the additional sanitary <br />flow from the new development and to convey that to the Metropolitan Councils line in <br />Roseville. He stated that originally this was planned to be accomplished using underground <br />trenching techniques; however, the cost came in better for a total reconstruction. <br />Councilmember Thuesen noticed there is alley work involved and asked if is there are changes <br />being made based on what was learned from previous alley construction projects. <br />Mr. Hubmer replied the alleys are very difficult to reconstruct because the sanitary sewer is <br />much deeper than other recent alley reconstruction. He stated two alternate options were bid this <br />year, one being the trenchless technology option and an open trench option. Mr. Hubmer stated <br />the open cut option is $400,000 more than the trenchless bid. He stated the option for the <br />trenchless technology was chosen. <br />Councilmember Thuesen asked if there are any properties that would have work done in front <br />and back of residential properties, and if so the construction would be staggered so as not to <br />close access from both sides. <br />Mr. Hubmer replied the contract is written so that both sides would not be ripped up at the same <br />time. <br />Councilmember Stille asked when the contractor would be known. <br />Mr. Hubmer stated nine bids were received with the low bidder at this time being Meyer <br />Construction with a bid of $3,484,012.56. <br />Councilmember Stille asked, in terms of new construction, would this benefit the City. <br />Mr. Hubmer stated he believed it would and the bids are very competitive. He stated it is a very <br />close bidding environment. <br />Councilmember Stille indicated it is wise the City went forward with the street reconstruction <br />projects at this time. <br />Mr. Hubmer reported the third bidding of the Foss Road Lift Station saved the City $355,000 <br />over the last bidding and saved another $250,000 by eliminating the building. <br />Mayor Faust stated that by rejecting the earlier bids and combining them, the City saved <br />$350,000. He asked Mr. Hubmer to discuss some of the funding and costs. <br />
