He stated all property owners <br />are invited to be heard. He informed Council the City Clerk would publish a notice and send out <br />mailings to the residents. He stated property owners could pay assessments by Nov 14, 2007 to <br />avoid all interest charges; any payments after that date would be assessed at next year's interest <br />rates. <br />Mayor Faust clarified a hearing must be called for first, then declare an order for the proposed <br />assessments and then hold a hearing for the proposed assessments. <br />Motion by Councilmember Thuesen, seconded by Councilmember Gray, to Adopt Resolution <br />07 -016; A Resolution calling for a Hearing on Proposed Assessment for 2007 Street and Utility <br />Improvements. <br />Motion carried unanimously. <br />D. Consider Ordinance 07 -011: Amending Chapter 4 and Chapter 6 relating to the new <br />Automatic Water Meters. (First Reading) <br />Mr. Hubmer stated this ordinance proposed to amend Chapter 4 and Chapter 6 of the City code <br />to reflect changes related to replacement of the water meters and the card reading system in St. <br />Anthony. He stated the City would collect fees using bills generated by the City from radio -read <br />water meters. He stated the City would no longer be using cubic feet as the standard <br />measurement; rather it will convert to gallons. He stated the rates for 2007 under the existing <br />ordinance would be $1.93 for 100 cubic feet of water converted to $0.0026 per gallon of water. <br />Mr. Humber stated the minimum charge for water usage will go from $19.30 based on 1000 <br />cubic feet of water usage to a minimum usage fee of $19.50 per gallon. He explained the 20 -cent <br />difference is the result of converting from cubic feet to gallons and rounding. <br />Mayor Faust stated the price of water did not go up; the City just changed the way it is measured. <br />Motion by Councilmember Gray, seconded by Councilmember Stille, to Approve the First <br />Reading of Ordinance 07-011; an Ordinance Amending Chapter 4 and Chapter 6 of the City <br />Code Being the Storm Water Facilities, Sanitary Sewer, Water, Street Excavation and Fees, <br />Rates and Charges. <br />Motion carried unanimously. <br />
