City Council Regular Meeting Minutes <br />July 24, 2007 <br />Page 3 <br />Councilmember Stille asked if there was time to make amendments if needed. <br />3 <br />4 Assistant City Manager Moore -Sykes replied there was time. <br />6 Mr. Bill Weber, McCombs, Frank, Roos & Associates, noted changes that need to be made to the <br />7 NE Diagonal Bicycle Path text from being a completed project to being a planned project. He <br />8 also noted that is was suggested the City study the feasibility of connecting the tunnel under the <br />9 Soo Line Railroad tracks for pedestrian and bicycle movement. <br />10 <br />11 Mr. Weber highlighted the major points of the Comprehensive Plan to include: the population <br />12 forecast by 2030, population demographics, housing characteristics, Silver Lake Village <br />13 development, Sherwood Park, land use plan, road system, park system, and utility system plans, <br />14 Kenzie Terrace District, St. Anthony Shopping Center site potential, Lowry Grove Mobile Home <br />15 Park site improvement, Kenzie Terrace road improvements, and the transportation plan, <br />16 <br />17 Mayor Faust pointed out that comments regarding the site potential of the St. Anthony Shopping <br />18 Center and the Lowry Grove Mobile Home Park are from a developer's perspective and not <br />19 mandated by the Comprehensive Plan. <br />20 <br />21 Mr. Weber replied there is no mandate in the Comp Plan for change to these areas; rather, it <br />22 would be a private decision by the property owner. <br />23 <br />24 Councilmember Stille pointed out the Lowry Grove figures displayed by Mr. Weber, are not <br />25 included in the Comp Plan by design. <br />26 <br />27 Mr. Weber replied that was correct as the City did not want to commit to them. <br />28 <br />29 Councilmember Stille stated an ongoing goal for the City is an environmental goal. He pointed <br />30 out that city zoning codes are becoming more and more restrictive; therefore, encouraging the <br />31 LEED (Leadership in Environmental and Engineering Design) Certified Communities. He asked <br />32 if the Comprehensive Plan is a proper place to include a paragraph in support of, but not <br />33 mandating, LEED. <br />34 <br />35 Mr. Weber replied it would not have any effect on people's decisions unless supported by money <br />36 or regulation. He stated a comprehensive plan did not contemplate down to the individual <br />37 building level. He explained the uniform building code did not require the level of performance <br />38 that at LEED certified building did. <br />39 <br />40 Councilmember Stille asked if this would be better discussed during recodification. <br />41 <br />42 Mr. Weber replied it is best to include it in a comp plan first; however, he is not sure the City <br />43 would want to get into mandating LEED performance. <br />44 <br />45 Councilmember Stille stated he would like to encourage LEED but not mandate it. <br />46 <br />
