City Council Regular Meeting Minutes <br />June 27, 2006 <br />Page 11 <br />1 Councilmember Gray would like to make sure the Council looks at why the haulers are doing <br />2 this. Mayor Faust stated that if it saves the haulers money, there needs to be something in it for <br />3 the residents also. The haulers need to tell the City Council what is in it for the residents. <br />4 The Council will come up with an ordinance that works for the community and not just the <br />5 haulers. <br />6 <br />7 Councilmember Horst reported attending the fifth Village Fest meeting. Families Celebrating <br />8 Unity is the theme for Village Fest this year. They see a community celebration where all <br />9 families can come together and feel comfortable having a good time. New.buttons and t- shirts <br />10 will be made up for Village Fest. As in the past, buttons are required for the ping pong ball drop. <br />11 Helicopter rides will be offered this year after the ping pong ball drop. The parade chairman <br />12 asked Councilmember Horst if the City would allow the parade to end behind the shopping <br />13 center and collect along the easement area. <br />14 <br />15 City Manager Momson stated he has to look at this as this is an easement for landscape purposes <br />16 only. He also stated the City owns a piece of real estate along the Dairy Queen. He will look at <br />17 the easement and see if the City Council has the authority to give them the permission they are <br />18 requesting. There are liability issues to consider also. <br />19 <br />20 Mayor Faust asked City Manager Momson to find out about the easement, notify Village Fest <br />21 and have them coordinate with the property owners. <br />22 <br />23 Councilmember Horst displayed a map of Minnesota Rocks. This event ends on the June 30, <br />24 2006. Most of the sculptures are done. He spent time with the St. Anthony sculptor and Ms <br />25 Christine Larson from Public Arts, St. Paul to pick a location for the St. Anthony sculpture. <br />26 Councilmember Horst pointed out the area for the sculpture in SOLO Park. The main sculpture <br />27 will be placed on top of the bill at the end of the long narrow parkway. The secondary sculpture <br />28 will go near the walking path and a smaller sculpture will go next to that. Councilmember Horst <br />29 will be working with the City to coordinate moving the sculptures. Councilmember Horst <br />30 displayed a picture of the St Anthony sculpture. It is named "The Weatherman," 13 feet high <br />31 and quite massive. The largest piece represents a cloud. It is meant to fade in with the clouds in <br />32 the sky. The second sculpture is a figure of a weatherman. The third sculpture is of a suitcase <br />33 with the artist's name and the name of the sculpture — "The Weatherman." <br />34 <br />35 Mayor thanked Councihmember Horst for his work on this project. He asked him to thank the <br />36 Sister Cities Organization for him also. <br />37 <br />38 Councilmember Horst said this is a feather in our cap. If this were contracted, it would be very <br />39 expensive. The city has a zero investment. <br />40 <br />41 Councilmember Thuesen reported that on Jun 14 there was a Vial Aging workshop. He was not <br />42 able to attend but spoke to the Senior Coordinator. She felt it was well attended and a successful <br />43 meeting. <br />44 <br />45 Mayor Faust attended the Kiwanis meeting on Jun 14, 2006. He gave a state of the city speech on <br />46 the goals and plans of the City Council. This organization provides 'a lot of benefits to children <br />47 and civic endeavors in the community. <br />
