City Council Regular Meeting Minutes <br />June 27, 2006 <br />Page 4 <br />1 buildings will be constructed adjacent to the Equinox Apartments. Each building will contain ten <br />2 single slab -on -grade units with attached garages. These buildings will five units each and the <br />3 third building will have six units. The total number of units planned for this phase of the <br />4 residential development is 26 with square footage between 1200 and 1500 square feet. This <br />5 project is designed to be more sensitive to the transition from the traditional single - family to a <br />6 slightly smaller or "down- sized" home. <br />7 <br />8 If the City Council approves the request for subdivision of property, the applicant is required to <br />9 file this action for recordation with the County of Ramsey prior to the issuance of any building <br />10 permit or within 60 days, which ever is sooner. The Planning Commission approved the request <br />11 for subdivision with a vote of 4/0. <br />12 <br />13 The Fire Department has also reviewed the preliminary plat as part of the development review <br />14 committee. They have indicated that road widths are sufficient for emergency vehicles. Mr. <br />15 Gemar also stated they plan to berm and landscape those areas adjacent to neighboring <br />16 properties. <br />17 <br />18 Commissioner Galyon indicated that if the final plat is approved by City Council resolution, <br />19 Apache Redevelopment, LLC must record it with the Ramsey County Recorder or Registrar of <br />20 Title within 30 days after the date of approval. If recordation does not occur within 30 days, the <br />21 approval of the final plant will be null and void. <br />22 <br />23 Given this information and data, the Planning Commission approved the request with a vote of <br />24 4/0 for the preliminary and final plan. <br />25 <br />26 Mayor Faust opened the meeting to questions at 7:20 p.m. <br />27 <br />28 Coucilmember Stille, asked Commissioner Galyon to describe the difference in the design from <br />29 the typical townhouse to the cottage style design. Commissioner Galyon stated that <br />30 demographics indicate this is still considered a townhome type design and that it is not a <br />31 condominium. Councilmember Stille asked if the Planning Commission looked at this and <br />32 blessed it. Commissioner Galyon said they had. <br />33 <br />34 Mayor Faust asked Mr. Gemar to present the visuals of the proposed development. Mr. Gemar <br />35 presented the plans for view. He explained that the plan is for a townhome product. Initially the <br />36 plan was for the traditional two -story unit. They found that the population wanting these homes <br />37 are the middle aged, hence. the redesign for the one level living with no steps. <br />38 <br />39 Mr. Gemar reported that demolition will begin July 6, 2006. Demolition of Don's carwash and <br />40 the removal of underground tanks will take place at the same time. The berming will be to the <br />41 north next to the Quest building and a little to the east. <br />42 <br />43 Councilmember Thuesen asked Mr. Gemar to describe the visual look of the buildings from a <br />44 design and material standpoint. Mr. Gemar explained that the front exterior would be brick or <br />45 stone, with a maintenance -free siding product. Each unit will have a garage with access into the <br />46 unit. Once the entire project is developed, it will not look like condominiums. It will fit in and <br />47 be consistent with the rest of development. <br />
