City Council Regular Meeting Minutes <br />January 25, 2005 <br />Page 2 <br />Councilmember Stille requested to exclude Item A from the Consent Agenda. He noted the <br />following corrections to be made in the January 11, 2005 Council meeting minutes: Page 5, the <br />following language should be added to the motion for Item V.13.3: "confirming the City's <br />compliance with the 60 -day rule ". <br />Page 7, first line, change Parks and Recreation Department to Parks Commission. <br />8 Motion by Councilmember Stille, seconded by Councilmember Horst, to approve Consent <br />9 Agenda item A, subject to the above changes. <br />10 <br />11 Motion carried unanimously. <br />12 <br />13 IV. PUBLIC HEARINGS. <br />14 A. Consider Resolution 05- 018; Intoxicating Liquor License — Apple American Limited <br />15 Partnership of Minnesota, dba Applebee's Neighborhood Grill & Bar. <br />16 <br />17 Mayor Faust opened the public hearing at 7:08 p.m. <br />18 <br />19 City Manager Morrison noted this a public hearing for the first Intoxicating Liquor License in St. <br />20 Anthony. He explained this property is in the Silver Lake Redevelopment project, which <br />21 consists of housing and retail. He further explained that because it is a new license, a hearing is <br />22 required. If it is not a new license, and is a renewal, it becomes part of the consent agenda and <br />needs no hearing. He noted the establishment must comply with the No Smoking Ordinance that <br />will be effective March 30. He said background checks on the company have been completed, <br />25 and no negative implications have been found. He said there are representatives for Applebee's <br />26 in attendance. <br />27 <br />28 Ms. Katy Sienko, Director of Operations for Applebee's, stated they are thrilled to be coming <br />29 into the city and excited to be the first liquor license ever handed out. She indicated they are <br />30 planning on an April opening. She added that they will comply with non - smoking rule. <br />31 <br />32 Councilmember Stille asked about their training program for bartenders. Ms. Sienko explained it <br />33 is the same for any restaurant, and that there is a 6 -day training for bartenders. She said the <br />34 training is extensive and includes training bartenders to look for different levels of alcohol <br />35 consumption of patrons. She noted there is training with the Police Department for false ID <br />36 recognition. She distributed copies of the training program to each councilmember. She <br />37 commented all restaurants are in complete compliance around the Twin Cities. <br />38 <br />39 Councilmember Stille asked what the d6cor will be. Ms. Sienko responded they are already <br />40 creating the "hometown hero" which is a wall dedicated to someone. She said a fire hose will be <br />41 wrapped around the front entryway as in other Applebee's, and the firefighters will sign it. She <br />42 also explained they will work with community agencies and schools for articles to put on the <br />43 walls. <br />44 <br />Councilmember Thuesen welcomed Applebee's to the community and reiterated the City wants <br />_ to keep the village feel. He encouraged them to look into the local civic organizations. <br />47 <br />
