City Council Regular Meeting Minutes <br />February 22, 2011 <br />Page 4 <br />Motion carried unanimously. <br />B. Resolution 11 -026; Supporting Dominion funding to Ramsey County. Stacie Kvilvang, <br />Ehlers & Associates, presenting. <br />6 Ms. Kvilvang provided an overview of the proposed resolution of support to Dominion for a <br />7 request to Ramsey County for grant funding. She advised that the action before the City Council <br />8 tonight is twofold: 1) Resolution of support for the $60,000 grant funding application that <br />9 Dominium will be requesting from Ramsey County for the proposed 152 units of senior housing; <br />10 and, 2) Authorization for the City Manager, City Attorney, and Ms. Kvilvang to enter into <br />11 negotiations with Dominium. <br />12 <br />13 Ms. Kvilvang noted that Dominium may be looking for possible additional TIF assistance. Staff <br />14 has informed them that there is no certainty of this funding and that a formal request would need <br />15 to come back to the City for review. <br />16 <br />17 Ms. Kvilvang noted that as part of the Phase III Agreement, Mr. Pratt can assign his rights in the <br />18 development to another developer and the authority to approve that assignment is up to Mr. <br />19 Morrison. The City would then be negotiating with Dominium and Mr. Pratt would no longer be <br />20 involved with that portion of the development. <br />21 <br />22 Mark Moorhouse, Dominium informed the City Council that the proposal for this project is very <br />23 preliminary at this time. They are looking for a resolution of support for the application that will <br />24 be made to Ramsey County for grant funding that meets affordable housing requirements. <br />25 <br />26 Ms. Kvilvang clarified that a new development agreement will be coming forward between the <br />27 City, HRA, and Dominium. <br />28 <br />29 Mayor Faust clarified that the City has not agreed to provide any TIF assistance for the subject <br />30 project. <br />31 <br />32 Motion by Councilmember Roth, seconded by Councilmember Gray, to approve Resolution 11- <br />33 026; supporting Dominion funding to Ramsey County. <br />34 <br />35 Motion carried unanimously. <br />36 <br />37 C. 2011 Goals Presentation. Dave Unmacht, 2011 Facilitator, presenting. <br />38 <br />39 Mr. Dave Unmacht, 2011 Facilitator, provided a presentation on the City of St. Anthony 2011 <br />40 Goals. The presentation covered the following information: Agenda & Attendees; Session <br />41 Goals and Expectations; 2010 Accomplishments; 2011 Strengths (Themes); 2011 Weaknesses <br />42 (Themes); 2011 Opportunities (Themes); 2011 Challenges (Themes); Mission; Vision; 2011 <br />43 Strategic Initiatives; 2011 Goals; and, 2011 Action Steps. <br />44 <br />45 Mayor Faust thanked Mr. Unmacht for his work with the City facilitating the 2011 Goals. He <br />46 noted to the residents that information on the 2011 Goals will be included in the City Newsletter. <br />
