Planning Commission Meeting Minutes <br />March 20, 2007 <br />Page 4 <br /> <br />1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />Commissioner Jenson asked if an electronic copy would be provided. <br /> <br />Assistant City Manager Moore-Sykes replied a copy on disk and 20 hard copies would be <br />provided. <br /> <br />Chair Stromgren commented on four chapters highlighted as being in greater need of work than <br />are others. <br /> <br />Assistant City Manager Moore-Sykes replied these chapters include: Chapters 5, License, 9 <br />Permits, and Business Regulations; Chapter 6, Fees, Rates, and Charges; Chapter 14, Signs; and <br />Chapter 16, Zoning and Land Use. <br />10 <br /> She indicated one of the changes to chapter five is to include <br />a housing rental ordinance. She commented fees, rates, and charges are being reviewed to <br />ensure St Anthony is in line with other communities with similar fees, rates, and charges. <br />Assistant City Manager Moore-Sykes stated proposed revisions to the sign ordinance came as a <br />result of attending a League of Minnesota Cities presentation on signage. She commented staff <br />is currently reviewing other chapters for possible revision. She commented if it is determined <br />that these are the only chapters in need of revision, it then becomes a question of whether or not <br />the City’s Code is really in need of such a thorough review and if the revisions could be done in- <br />house with final review by the City Attorney for the same amount of money or less. <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br /> <br />Chair Stromgren asked if signage would be done through the League of Minnesota Cities. <br /> <br />Assistant City Manager Moore-Sykes replied she is working with an attorney from the League of <br />Minnesota Cities to rework and revise Chapter 14 on signage. <br /> <br />Chair Stromgren commented the City could not do these four chapters separately; rather, a <br />consultant is hired to do the entire code and reformat the entire body. <br /> <br />Assistant City Manager Moore-Sykes stated the question was asked whether to go ahead and do <br />the revisions the response to that question was to go ahead and do the revisions and submit if the <br />City decided to go ahead with the contract and then pull them into the revised code. <br /> <br />Chair Stromgren stated it might not make sense to spend $12,000. <br /> <br />Commissioner Jensen seconded Chair Stromgren’s cautions. He commented that if Staff is in <br />the process of revising two of the more substantial subsections, he felt they should wait until the <br />Planning Commission and City Council approve the revisions before hiring a consultant to <br />reformat the document. <br /> <br /> IX.2. She discussed <br />the information presented at the workshop she attended. She stated the proposed revision would <br />be submitted to City Attorney for review and then on to the Planning Commission and City <br />Council for review. <br />
