City Council Regular Meeting Minutes <br />January 10, 2017 <br />Page 3 <br />City Manager Casey reviewed the resolution approving the City of St. Anthony's participation in <br />the Government Alliance on Race and Equity (GARS) Cohort. GARE in partnership with the <br />League of Minnesota Cities (LMC) has organized cohorts of governmental jurisdictions intended <br />to systemically advance racial equity. <br />7 The following tools and resources will be received by participation: <br />8 • A racial equity training curriculum, <br />9 . A Racial Equity Tool to be used in policy, practice, program and budget decisions, <br />10 • A capacity building plan and organizational structure to institutionalize equity, <br />11 • Example policies and practices that help advance racial equity, and <br />12 • A Racial Equity Action Plan template that can be used to develop St. Anthony Village's <br />13 plan. <br />14 <br />15 City Manager Casey summarized the key components of the cohort to include: <br />16 • A curriculum that builds on the existing and growing field of governmental practices to <br />17 advance racial equity. Technical assistance from the Center for Social Inclusion, the Haas <br />18 Institute for a Fair and Inclusive Society and members of GARE's Technical Assistance <br />19 Advisory Group will be provided. <br />20 • Peers from similarly situated jurisdictions that have experience with implementation of <br />21 racial equity initiatives. The cohort as a whole will be structured to support peer -to -peer <br />22 strategizing and problem- solving. <br />23 • An "Advancing Racial Equity" speaker series that will be an opportunity for cohort <br />24 participants, community members and elected officials to come together to learn and <br />25 strategize in the spirit of shared commitment to advancing racial equity and transforming <br />26 government. <br />27 <br />28 St. Anthony's team for the year -long process are Councilmember Brever, City Manager Casey, <br />29 Assistant to the City Manager Yunker, Liquor Operations Lead Clerk Taylor and a staff member <br />30 for the Mississippi Watershed Management Organization. The cost will be $8,000. <br />31 <br />32 Councilmember Stille asked what the time commitment was for this and Mr. Casey stated it will <br />33 be significant involving homework, monthly meetings and staff meetings to review plans. <br />34 Updates will be provided to Council in addition to updates on the City website. <br />35 <br />36 Motion by Councilmember Stille, seconded by Councilmember Brever, to adopt Resolution 17- <br />37 018; a Resolution Approving the City of St. Anthony's Participation in the Government Alliance <br />38 on Race and Equity (GARS) Cohort. <br />39 <br />40 Motion carried 4 -0. <br />41 <br />42 C.
