St. Anthony Splash Pad Retrofit Feasibility Study
January 24, 2017
Page 2

K:\02170-430\Admin\Docs\MEMO_StA_SplashPadfinal.docx
The Emerald Park irrigation system is currently connected to the City's potable water main and irrigates
the 2.3-acre site. The existing irrigation demand is 0.5 million gallons per year. There is currently no reuse
system in Emerald Park.
Regulatory Requirements for Reuse Water
The State of Minnesota does not have a state-specific code applicable to discharging or reusing splash
pad effluent water. The State of Minnesota is currently in the process of developing reuse standards, but
no regulations are currently in place. The Metropolitan Council has developed a Stormwater Reuse Guide
base on review of water reuse programs and guidance from other states, but is not regulatory at this time.
SPLASH PAD RETROFIT OPTIONS
Option 1 – Equipment Retrofit
Both splash pads have the opportunity to reduce water use through individual component retro-fits
including low flow nozzles, control panel upgrades, and reduced volume buckets.

Benefits
 Decrease in annual water consumption.

Drawbacks
 Slight degradation in user experience
 Consuming at least 75% of current water usage
Option 2 – Operating Schedule Modification
The City has already modified the flow rates to the splash pads as low as feasible w hile still activating
each piece of equipment. The City could reduce the number of hours the splash pads are open or work
with the manufacturer to further throttle the valves. The City could reduce the number of hours the splash
pad is open from 12 hours to 10 hours per day which would reduce the splash pad consumption by 3%.

Benefits
 Decrease in annual water consumption.

Drawbacks
 Degradation in user experience
 Consuming at least 90% of current water usage
Splash Pad Total Flow
2015 GPM
Total
Annual
Hours
Reduced
Annual
Hours
Volume
Reduction
(Gallons)
Central Park 6,921,370 166 695 674 208,330
Emerald Park 9,309,283 365 425 412 286,480
