2015 Annual Report • Administration • St. Anthony Village, Minnesota

27

Citizens Engagement in the Comp Plan
Students of the Designing, Planning and Participation Processes class at the Humphrey School
of Public Affairs at the University of Minnesota developed three proposals for a community
engagement initiative. The students in this course were primarily graduate level students in the
Master of Urban and Regional Planning program, and thus
have strong knowledge of community engagement strategies
and practices. The project was built into an existing
assignment that requires student teams to design participation
processes in response to a mock Request for Proposals (RFP).
The mock RFP was developed around this project, giving
students the opportunity to gain familiarity with RFP content
and experience in responding to community aspirations and
expectations expressed in these kinds of documents. The
students produced 20-30 page proposals for the community engagement initiative, outlining
tasks, activities, and timelines. They also address approaches to promotion, recruitment, and
communication. The final proposals were presented to City staff.
