10 VI. Training
2014 Annual Report · Fire Department · St. Anthony Village, Minnesota
1ST RESPONDER MEDICAL
REFRESHER TRAINING
In 2014 we continued to teach 1st Responder Medical
Refresher Training in house. We held 2 classes and
the students were 1 fi re fi ghter and 23 police offi cers.
The cost savings to the city is conservatively 50% of
what we would have to pay for market rates and has
other benefi ts as well. Greater interoperability with
departments, employee convenience, and lower costs
due to less overtime and parking were also realized.
EMERGENCY MEDICAL SERVICES (EMS)
TRAINING
New Emergency Medical Services (EMS) standards were approved by the State and
the Fire Department submitted the new program application and acquired a medical
director. Through relationships with Hennepin County Medical Center (HCMC) St.
Anthony Village is able to use the Fire Department’s medical director in this role at
no cost.
In addition, the Fire Department contracted with HCMC EMS Education to have
Emergency Medical Technician (EMT) Refresher Training delivered on site in the
evenings. The tuition cost remains the same, but increased convenience and
savings on parking and overtime are realized benefi ts. Due to a state mandate all
EMTs in the state had to reaffi rm their skills by completing the psychomotor skills
examination according to National Registry guidelines. This has caused much
controversy around the metro area. St. Anthony Fire led the way with HCMC to
be the fi rst department in the Metro to test out in June of 2014. All EMTs in the
state have from May 2014 to the end of April 2016 to pass this exam.
Due to the successful relationship with have with HCMC EMS and the benefi ts
of this style of training, we will continue to pursue this style of education for our
members.
FIRE DEPARTMENT EDUCATION AND TRAINING
PROGRAM
The Fire Department Education and Training Program continued in 2014.
Outside training classes in cardiopulmonary resuscitation (CPR), First Aid, Fire
Extinguishers, and HAZWOPER were provided to outside agencies for a fee in
2014. On-duty personnel do not lead the classes, so it does not take away from
the City’s coverage and the class is not interrupted for emergency calls. The
money received from these classes has allowed the Fire Department to purchase
props, training materials, training supplies, and cover instructor wages with no
impact on the City budget.
