City Council Regular Meeting Minutes <br />March 28 2017 <br />Page 3 <br />entire Public Works Annual Report is available on the City's website. Mr. Hartman thanked the <br />City Council for their support as well as other Departments within the City. <br />4 Councilmember Gray commented part of what makes St. Anthony a great place to live is the <br />5 cleanliness and safety within the City. <br />6 <br />Councilmember Stille stated Council appreciates everything that was accomplished by the Public <br />Works Department in 2016. He specifically mentioned the oxidation plant and Mirror Lake. <br />10 Councilmember Brever stated the Department has a can-do attitude and she thanked the <br />11 Department for their efforts. <br />12 <br />13 Councilmember Jenson reiterated what the other Councilmembers mentioned and stated the <br />14 Department has become very efficient. <br />15 <br />16 Mayor Faust commented on the salt brine impact on the streets and mentioned St. Anthony is a <br />17 Tree City USA so when street projects are done, more trees are planted than are taken out. He <br />18 stated Public Works is a "hidden" department, St. Anthony is a very clean community, gave <br />19 kudos to the Public Works Department. <br />20 <br />21 C. Resolution 17 -034; a Resolution Relating to Contract Agreement for the Police Services <br />22 Between the City of St. Anthony and the City of Falcon Heights. <br />23 <br />24 City Manager Mark Casey reviewed St. Anthony has had a long- standing partnership with <br />25 Falcon Heights, with officers delivering police services to the citizens of Falcon Heights. This <br />26 has been a beneficial relationship for both cities. The payments received by St. Anthony help <br />27 staff a high - quality police force that meets the needs of St. Anthony. In return, Falcon Heights <br />28 citizens get the services they need without the on -going expense of establishing a police <br />29 department. This type of cooperative relationship is a good example of communities working <br />30 together to serve common interests. <br />31 <br />32 Mr. Casey stated with the tragic incident last July 2016, St. Anthony has been examining the <br />33 financial cost to the City of providing this service to Falcon Heights. While this has been a <br />34 financially viable model for over 20 years, St. Anthony is concerned that Falcon Heights should <br />35 assume more of the liability risks and costs associated with policing within Falcon Heights. Staff <br />36 is recommending adoption of a resolution that states the police services agreement with Falcon <br />37 Heights should be modified to provide that Falcon Heights accept all financial risks associated <br />38 with events that occur within its city limits. Staff is hopeful the agreement can be reached no <br />39 later than December 31, 2017. <br />40 <br />41 Mayor Faust read Resolution 17 -034 in full. <br />42 <br />43 Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Resolution 17- <br />44 034; a Resolution Relating to Contract Agreement for Police Services Between the City of St. <br />45 Anthony and the City of Falcon Heights. <br />46 <br />
