City Council Regular Meeting Minutes
July 11, 2017
Page 8

played with the Lowry Grove children. He stated he does not understand how the City could let this 1
happen and thinks a solution needs to be found to have real affordable housing. Mr. Buck believed the 2
best way to get through this is for shared experiences at a local level. He stated he supports the St. 3
Anthony Villagers group and appreciates the Council for their service. Mr. Buck asked why there aren’t 4
common goals, milestones, and respect for each other. He again asked Council to do what they can do to 5
have real affordable housing. 6
7
Ms. Nona Kennedy Carlson, 2627 Armor Terrace, stated she wasn’t going to speak or march tonight 8
because she was tired but her daughter said she needed to march to support the residents of Lowry 9
Grove. Ms. Kennedy Carlson stated she has been coming to these meetings to Open Forum for a year 10
and believed the Council has ignored the comments from the Open Forum. She felt there had not been a 11
dialog – it’s been people speaking with no response from the Council. Ms. Kennedy Carlson stated she 12
does not trust the dialog she has heard tonight. She reviewed the duties of the Mayor and Council and 13
stated they have met with other leaders in neighboring cities. She stated she attended the memorial for 14
Philando but none of the Council was there and that was noticed. Ms. Kennedy Carlson stated a blue 15
lives matter flag was hung on the flagpole at Trillium Park on the anniversary of Philando’s death. She 16
asked where that came from, thinking the Council sits behind their desk and they pretend to care. She 17
referred to a Roseville City Council meeting during which their Mayor and Council listened and came 18
up with a plan at that meeting. She stated there are two strong candidates coming for Council seats. 19
20
Ms. Mel Chaput stated she wasn’t going to speak but wanted to thank the community for their support. 21
She stated her belief that there are financial reparations that can be made. She stated the community has 22
given help to the residents of Lowry Grove and since the Council is not helping those in the community, 23
the community made emotional reparations. 24
25
Ms. Carolyn Johnson, 3317 Edgemere, asked for clarity and asked Mayor Faust that those looking out 26
for Lowry Grove should take in some of the residents. She stated she has taken some people in. She 27
lived in Lowry Grove for many years as a child and it was a wonderful community. Ms. Johnson asked 28
the Police Chief when he became Chief. Police Chief Mangseth answered July 12 of last summer. 29
30
Ms. Johnson stated her opinion that this Police Chief is taking the ‘hot seat’ for John Ohl who was the 31
Police Chief before him and he is trying to step up and protect the residents. Ms. Johnson stated she had 32
some problems with John Ohl and Captain Cotroneo. She asked Police Chief Mangseth about the 33
sidewalk and stated her truck will sit for more than 24 hours at a time. She asked if she will be treated 34
the same way as she was treated by former Police Chief Ohl. Police Chief Mangseth stated Ms. Johnson 35
will be treated no differently than anyone else and he would be willing to speak with Ms. Johnson 36
directly. Chief Mangseth stated he will listen. Ms. Johnson thanked Police Chief Mangseth. 37
38
Police Chief Mangseth thanked those that marched from Lowry Grove for the fact that only one lane of 39
the street was blocked. 40
41
Ms. Luann Zappa stated she lived in Lowry Grove and thanked Council for opening the dialog. She also 42
thanked the residents of St. Anthony who helped Lowry Grove residents. Ms. Zappa stated she does not 43
want St. Anthony to fall into the pits like North Minneapolis. 44
45
12
