Resolution 17-085; a Resolution Accepting Plans and Specifications and Ordering 10 <br />Advertisement for Bids for the 2018 Street and Utility Improvements. 11 <br /> 12 <br />City Engineer Hubmer summarized the resolution for Council consideration approving the plans 13 <br />and specifications and authorizing the advertisement for bids for the 2018 Street and Utility and 14 <br />Improvement Project. Bids are anticipated to be opened or near January 17, 2018 with bid results 15 <br />coming before Council in February. The street project location will include Macalaster Drive 16 <br />(37th Ave NE to railroad tracks); Foss Road (37th Avenue NE to Chandler Drive); and Highcrest 17 <br />Road (north of 37th Avenue NE). Backyard Drainage Improvements will be done from the 18 <br />parking lot serving the apartments located at 3727 Foss Road, 3721 Foss Road and 3713 Foss 19 <br />Road out letting to Mirror Lake. A water reuse retrofit will be done at Central Park Splash Pad. 20 <br /> 21 <br />Mr. Hubmer reviewed the methods for selection are flood relief effort, existing utility 22 <br />deterioration, pavement condition and adjacent infrastructure replacement (construction 23 <br />phasing). The project location was indicated on a map including sanitary sewer system 24 <br />improvements, water system improvements, drainage system improvements, street 25 <br />improvements, erosion improvements, and Central Park water reuse retrofit. The project costs 26 <br />and funding breakdown along with the accessed parcels were reviewed. The Special 27 <br />Assessments total is $746,300; City Costs $1,926,200 for total cost $2,675,500. The Project 28 <br />Schedule was reviewed in detail. Residents were invited to sign up for weekly email updates and 29 <br />notifications regarding the 2018 Street and Utility Improvement Project on the City’s website. 30 <br /> 31 <br />Councilmember Gray asked about the bidding climate currently. Mr. Hubmer stated he believes 32 <br />the competition will be strong and there could be between 11 and 16 bidders. 33 <br /> 34 <br />Mayor Faust stated typically the City goes out for bids in January or February and been ahead of 35 <br />others. The contractors are generally willing to take a ‘bird in the hand’ as they don’t know what 36 <br />else may be coming. 37 <br /> 38 <br />Councilmember Stille noted a sidewalk will be constructed on Foss Road in response to public 39 <br />requests. Councilmember Stille asked Mr. Hubmer if there was any other feedback from the 40 <br />public on the projects. Mr. Hubmer stated at the first public information meeting, it was 41 <br />consistent the residents want to be able to walk off the street and increased parking with reduced 42 <br />impact on the neighborhood. 43 <br /> 44 <br />Councilmember Jenson asked about the potential grant monies and when would the award be 45 <br />made. Mr. Hubmer stated they should hear in February about the grant from Rice Creek. 46 <br />14
