St. Anthony 2040 Comprehensive Plan Chapter 7: Sanitary Sewer <br />151 <br /> <br />The amount of clearwater entering the City of St. Anthony sanitary sewer <br />system was also estimated by calculating the average annual I/I rate as <br />the average annual flow rate minus the base wastewater flow rate. The <br />average annual flow rate, from MCES meter data from 2011-2015, was <br />0.75 MGD. The base flow rate, estimated as winter water usage from <br />2011-2015, was 0.58 MGD. Therefore, the estimated average annual I/I <br />rate is 0.17 MGD. <br />I/I Reduction <br />The City’s strategy for preventing excess I/I is based on requiring all <br />development to conform to City standards. City code prohibiting the <br />discharge of storm water to the sanitary sewer system and requiring the <br />disconnection of existing I/I sources is excerpted below. <br />§ 50.16 PROHIBITED DISCHARGES INTO SANITARY SEWER <br />SYSTEM. <br />… <br />(B) No person shall discharge or cause to be discharged, directly or <br />indirectly, any storm water, surface water, groundwater, roof runoff, <br />subsurface drainage, or cooling water into the sanitary sewer system. <br />Any person having a roof drain, sump pump, foundation drain, <br />unauthorized swimming pool discharge, cistern overflow pipe, or surface <br />drain connected and/or discharging into the sanitary sewer system shall <br />disconnect and remove any piping or system conveying the water to the <br />sanitary sewer system. <br />The City of St. Anthony has I/I reduction projects every year in <br />conjunction with its Street & Utility Reconstruction Program. The projects <br />completed since 2004 and the costs associated with those projects are <br />summarized in TABLE 7-10. <br />
