ANTHONY VILLAGE WATER RESOURCES MANAGEMENT PLAN <br />SECTION 1 Page 3 <br />(where possible) the stormwater storage and detention systems to control <br />excessive runoff volumes and rates, prevent flooding, protect public health and <br />safety, and minimize public capital expenditures. <br />Wetlands. Achieve no net loss of wetlands including acreage, functions, and <br />values. Where practicable, improve the functions, values, biological diversity, and <br />acreage of existing wetlands. <br />Erosion and Sediment Control. Protect the capacity of the City's stormwater <br />management system, prevent flooding, maintain water quality by preventing <br />erosion and sedimentation from occurring, and correct existing erosion and <br />sedimentation problems. <br />Groundwater. Protect the quality and quantity of groundwater resources. <br />Recreation, Habitat and Shoreland Management. Protect and enhance fish <br />and wildlife habitat and recreation opportunities. <br />Education and Public Involvement. Increase public awareness, understanding <br />and involvement in water and natural resource management issues. <br />Financing. Minimize public expenditures for plan implementation, with emphasis <br />on using the City's stormwater utility to finance projects and <br />collaborating/partnering with other entities. <br />1.3.2.2. Summary of Problems and Issues <br />Section 4 of this plan presents a detailed assessment of the water management related <br />problems and issues in the City of St. Anthony Village. Some of the problems and issues <br />identified include: <br />Near full development condition makes providing additional treatment of <br />stormwater runoff difficult. <br />Existing and potential flooding problems at various locations in the City. <br />Water quality in Silver Lake and Mirror Pond and other public waters that provide <br />recreational opportunities. <br />Need to reduce pollutant discharge and sediment loadings that eventually affect <br />the Mississippi River. <br />Importance of continued development of community education programs <br />regarding water resource management. <br />Importance of maintaining the City's stormwater management system. <br />1.3.2.3. Summary of Implementation Section <br />Section 6 of this plan presents the implementation program for the City of St. Anthony <br />Village, which includes defining responsibilities, prioritizing, and listing the program <br />elements. Table 6-1 outlines the projects, programs, and studies that have been <br />identified to address the problem areas contained in this Plan.
