City Hall <br />2014 Annual Report · Administration · St. Anthony Village, Minnesota <br />Northeast Youth and Family Services <br />Northeast Youth and Family Services (NYFS) is a non-profi t, community based social service <br />agency that has been in existence since 1976. Their mission is to transform lives today <br />and create a better tomorrow for youth, families and our community. This is accomplished <br />through a continuum of services that include mental health counseling and youth development programs. The <br />primary population served is youth ages 5-21 and their families, but they do also provide services to all ages. <br />Through their main offi ce in Shoreview and a satellite offi ce in White Bear Lake, they work closely with local school <br />districts and municipalities to help youth and families in the northeast metro area develop the skills and fortitude to <br />resolve issues in the present and reach their potential in the future. <br />NYFS provides a variety of services to the residents of St. Anthony. A commonly used service is their Senior <br />Chore program that matches youth and adults with seniors who need help with household tasks to remain living <br />independently in their homes. NYFS also provides mental health counseling to all ages and is recognized as a <br />regional provider of mental health day treatment services for middle and high school aged youth. They are certifi ed <br />by the State to receive third party insurance for services offered. They also provide diversion services to fi rst time <br />youth offenders and their families that help youth make positive choices and avoid further involvement with the <br />criminal justice system. Because of NYFS’ partnership with St. Anthony, most services are provided regardless of <br />cost to the residents of St. Anthony. <br />Greater Metropolitan Housing Corporation (GMHC) <br />The Greater Metropolitan Housing Corporation (GMHC) is a non-profi t housing organization that works with local <br />communities to provide home improvement programs and support viable healthy neighborhoods. Since 2002 the <br />city of St. Anthony has contracted GMHC to provide the following services through its Housing Resource Center: <br /> · A city funded Home Improvement Loan Program that offers homeowners up to $10,000 at a fi xed interest rate of 3%. <br /> · An Incentive Grant Program that gives back to homeowners a portion of the funds they invest in improving <br />their homes. <br /> · Free consultations with an experienced construction manager to help homeowners prioritize, plan and execute <br />home improvement projects, whether they are hiring contractors or doing it themselves. <br /> · The public funds invested in these programs have leveraged signifi cant private investments as seen in the <br />Table below. <br />In addition to funding for home improvements, GMHC has a construction manager on staff to provide free <br />consultations to home owners to prioritize and plan improvement projects, write scopes of work, make contractor <br />referrals and evaluate bids. <br />In 2013, nearly 50 households in St. Anthony used one or more services provided by GMHC’s Housing Resource Center. <br />2002 - 2014 <br />Services Number Total City <br />Funds <br />Total Home Owner <br />Investment <br />Loans 17 $142,000 $264,117 <br />Incentive Grants 91 $ 78,000 $825,757 <br />Construction Consultation 809 –––– ––––
