Copies of all required Park Board permits will be required to be submitted prior to final <br />approval of the development. <br /> <br />Mississippi Watershed Management Organization. This development will be subject to the rules of the <br />MWMO and the city regarding pollutant loading reduction, discharge rates and volumes, and flood <br />elevations. The city is the permitting agency for the MWMO. <br /> <br />Fire Department. The St. Anthony Fire Department reviewed the proposal according to the 2015 <br />Minnesota State Fire Code (MSFC), based on the 2012 International Fire Code. They noted the following <br />points of consideration: <br /> Access Roads: Appear to be in compliance at this time. Concerns in regard to the bump outs <br />prior to turning into the parking lots as well as the surmountable curb in the center of the <br />complex road and concerning its size. That appears too large and trucks may not be able to <br />make the turn without potentially having to drive over it. <br /> Hydrant spacing: Appears compliant along with distances to Fire Department Connections. <br /> Building entrances: Indicated with Fire Department Connections appear compliant. Garage <br />entrances are indicated. <br /> When fire protection systems are designed early input from the fire department will make the <br />process much more efficient. <br /> Considerations for each of the buildings cannot be addressed until detailed plans are submitted <br />for the actual buildings including fire protection systems. A plan review process will occur for all <br />buildings and will reference the codes in force when the plans are submitted. As was discussed <br />in previous meetings, staff would like to see individual floor sprinkler shutoff’s as well as an <br />addressable alarm system. <br /> Entry door added next to each underground garage door access with a key box installed as well. <br />This will provide direct entry access to the garage for any type of car fire, carbon monoxide <br />issue, trash fire, medical or other incident that takes place there. <br /> Verification on the height of the overhang at the entry of the buildings. Consideration to height <br />of apparatus as well as ambulance need to be given. <br /> <br />Public Safety. The St. Anthony Police Department reviewed the proposal and noted the following points <br />of consideration: <br /> The Village site project located at 2501 Lowry Avenue is forecast to be a max 430 unit site, or 28 <br />units per acre. The project site design includes a single boulevard style roadway. The project <br />includes two three story pitched roof buildings that will consist of independent senior living, <br />assisted senior living and memory care units. The site also contains a four story market rate <br />apartment building. The site contains a single boulevard style roadway with no connections to <br />the alley. <br /> Originally, concerns were raised with regard to access to the development off of Stinson <br />Boulevard and Kenzie Terrace, as well as egress from the development onto these streets. An <br />exit/entry point off of Lowry Avenue would be very close to the intersection of Lowry Avenue <br />and Stinson Boulevard. Vehicles leaving the development onto WB Lowry Avenue would have <br />low risk for accident. Those leaving onto EB Lowry Avenue and Kenzie Terrace would present
