City Council Regular Meeting Minutes <br />February 13, 2018 <br />Page 3 <br />City Engineer Hubmer reviewed this resolution setting an assessment hearing for March 27, <br />2018. <br />Motion by Councilmember Jenson, seconded by Councilmember Stille, to approve Resolution <br />18 -020; a Resolution Calling a Hearing on the Proposed Assessments for the 2018 Street and <br />Utility Improvement Project. <br />S Motion Carried 4 -0. <br />9 <br />10 D. Resolution 18 -021, a Resolution Authorizing the Flood Damage Reduction Grant <br />11 Assistance Program Application for Silver Lake Road. <br />12 <br />13 City Engineer Hubmer reviewed this resolution allows the City of St. Anthony Village to submit <br />14 a grant assistance request for the Silver Lake Road Flood Improvements. This Flood Damage <br />15 Reduction Grant Assistance Program Application will be submitted this month. The grant would <br />16 cover 50% of the cost. <br />17 <br />18 Councilmember Stille asked if the work done at Mirror Lake helped this and Mr. Hubmer stated <br />19 not in this area. Mr. Hubmer stated the amount of the grant requested is between $370,000 and <br />20 $380,000. <br />21 <br />22 Councilmember Jenson asked how long it would take for the funding to be available and Mr. <br />23 Hubmer stated he did not know as there are many considerations. <br />24 <br />25 Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve Resolution <br />26 18 -021; a Resolution Authorizing the Flood Damage Reduction Grant Assistance Program <br />27 Application for Silver Lake Road. <br />28 <br />29 Motion Carried 4 -0. <br />30 <br />31 E. Update on St. Anthony/New Brighton LED Lighting Proiect/Xcel Energy Residential <br />32 Street Lighting Upgrade. <br />33 <br />34 Public Works Director, Jay Hartman provided City Council with an update on the LED Street <br />35 Lighting. He reviewed an information sheet provided by Xcel Energy. Mr. Hartman noted <br />36 residents will notice a difference compared to the existing lighting. The purpose of residential <br />37 street lighting, brightness of the new lights, how the program works, how LED rates compare to <br />38 current rates, services included, up front charges, and when the work would take place were <br />39 reviewed. Mr. Hartman noted a year ago Council approved going out for bids on this project in <br />40 cooperation with New Brighton for Silver Lake Road. Mr. Hartman described the first segment <br />41 that was completed and the plan for the second segment. In this segment 25 -foot poles will be <br />42 installed. <br />43 <br />44 Mr. Hartman summarized a meeting held with Xcel Community Development regarding the <br />45 conversion plan for St. Anthony. The new LED lights will provide more of a downward light. <br />
