February 20, 2018 <br />Page 8 <br /> <br />Public Safety. The St. Anthony Police Department reviewed the proposal and noted the following points <br />of consideration, also quoted in full: <br /> The Village site project located at 2501 Lowry Avenue is forecast to be a max 430 unit site, or 28 <br />units per acre. The project site design includes a single boulevard style roadway. The project <br />includes two three story pitched roof buildings that will consist of independent senior living, <br />assisted senior living and memory care units. The site also contains a four story market rate <br />apartment building. The site contains a single boulevard style roadway with no connections to <br />the alley. <br /> Originally, concerns were raised with regard to access to the development off of Stinson <br />Boulevard and Kenzie Terrace, as well as egress from the development onto these streets. An <br />exit/entry point off of Lowry Avenue would be very close to the intersection of Lowry Avenue and <br />Stinson Boulevard. Vehicles leaving the development onto WB Lowry Avenue would have low <br />risk for accident. Those leaving onto EB Lowry Avenue and Kenzie Terrace would present <br />additional risk for vehicle, bicycle and pedestrian traffic. Vehicle exit/entry off of Stinson <br />Boulevard would present minimal risk for area vehicle, bicycle and pedestrian traffic provided <br />entry/egress is limited to NB traffic only. If a crossover to SB Stinson Boulevard is constructed, <br />the risk potential would increase. It remains to be seen what influence the Minneapolis Park <br />Board will have in regards to traffic management on Stinson Boulevard. <br /> The layout of outdoor parking at this development should be consistent with other area <br />developments. It is recommended that the development allow for easy access for police patrol <br />cars, fire apparatus and local ambulance services. Provisions for emergency vehicle access <br />should allow for easy access/egress to the property. There should be continuity with regard to <br />pedestrian and vehicle circulation within the site, which will aid in police, fire and EMS response. <br />Turnarounds large enough to accommodate emergency vehicles and fire trucks should be <br />considered. Building entrances should be in close proximity to pedestrian walk ways and vehicle <br />parking areas. <br /> On street neighborhood parking on Stinson Boulevard and surrounding side streets, in St. <br />Anthony and Minneapolis, may be impacted by a development of this size. Care should be given <br />to future roadway design of Stinson Boulevard and Lowry Avenue/Kenzie Terrace. On street <br />parking on Lowry Avenue should be avoided due to roadway design in that area. Due care <br />should be taken in regard to a development of this size and existing residents as it pertains to <br />quality of neighborhood life concerns related to traffic, parking, noise and littering complaints. <br /> The demands a 430‐unit site puts on the police department can be projected in two ways. First, <br />a performance based approach to staffing that takes into account projected call load. Second, <br />and more common, is the average ratio of full time officers per 1,000 residents. The first, being <br />more accurate, would be appropriate to consider. Seeing how this development will be phased <br />in over multiple years, it will be important to do yearly monitoring of calls for service to this site <br />when making staffing decisions. <br /> <br />Hennepin County Transportation.
