Mr. Hubmer 1 <br />reviewed the common resident concerns. 2 <br /> 3 <br />The project costs/funding breakdown were reviewed along with the assessment calculations. Mr. 4 <br />Hubmer reviewed the method for determining front footage. Assessments can be paid off using 5 <br />various options. Mr. Hubmer provided the project schedule. Construction should begin after 6 <br />Memorial Day. Residents can sign up online for email/text notifications for project updates. 7 <br /> 8 <br />Councilmember Stille asked if this public hearing is to add 10 properties and Mr. Hubmer stated 9 <br />16 properties were corrected. 10 <br /> 11 <br />Mayor Faust closed the public hearing at 7:25 p.m. 12 <br /> 13 <br />Motion by Councilmember Stille, seconded by Councilmember Randle, to approve Resolution 14 <br />18-038; a Resolution Adopting and Confirming Assessments for the 2018 Street and Utility 15 <br />Improvements. 16 <br /> 17 <br />Motion Carried 5-0. 18 <br /> 19 <br />B. 2019 Budget Calendar. 20 <br /> 21 <br />Mayor Faust opened the public hearing at 7:26 p.m. 22 <br /> 23 <br />Finance Director Shelly Rueckert provided a summary of the 2018 General Operating Budget 24 <br />Highlights. The 2019 Budget Calendar was presented. Ms. Rueckert provided a power point 25 <br />presentation consisting of 2018 general fund revenues by sources, 2018 general fund 26 <br />expenditures, and general fund and overall levies. 27 <br /> 28 <br />Councilmember Stille noted the calendar informs residents when they can give input/comments. 29 <br />The budget is open for public review. 30 <br /> 31 <br />Mayor Faust closed the public hearing at 7:30 p.m. 32 <br /> 33 <br />V. REPORTS FROM COMMISSION AND STAFF - NONE. 34 <br /> 35 <br />VI. GENERAL BUSINESS OF COUNCIL. 36 <br /> 37 <br />A. Department of Justice Collaborative Reform Initiative Site Visit Recap. 38 <br /> 39 <br />Police Chief Mangseth provided an update on the peer to peer site visits. May 1-3, Police 40 <br />Department member and three members of the community, traveled to North Hampton, 41 <br />Massachusetts, to learn more about programs they have developed. He found the three days to be 42 <br />quite fruitful as there was a great willingness for the departments to meet and share information 43 <br />to other public service agencies. Challenges are similar between North Hampton and St. 44 <br />Anthony. Chief Mangseth reviewed some of his goals after attending the session. 45 <br /> 46 <br />3
