Parks Commission Regular Meeting Minutes
March 12, 2018
Page 5

1
Chairperson Bentz asked if the cost for the activity node construction would be included. 2
3
City Planner Rothstein stated that the staff recommendation would include only the cost of the 4
trail. She explained that the developer is asking for a more incorporating cost for construction 5
of infrastructure rather than providing an additional cash donation. 6
7
Chairperson Bentz stated that the initial calculation was 12,000 square feet of trail. He stated 8
that the applicant’s presentation appeared to include additional trail and asked if there is a new 9
calculation of the linear feet of trail. 10
11
Mr. Ward replied there would be 2,370 linear feet of trail. He stated that the activity nodes 12
are an important part of the trails and with the hardscape there would be 24,300 square feet in 13
total. He noted that the square footage only includes the outside loop. 14
15
Commissioner Jordahl Redlin asked for information on what the City has required in the past 16
for park dedication. 17
18
City Planner Rothstein stated that Silver Lake Village was the last development, which was an 19
overall PUD. She believed that an allocation of cash payment was done for the housing, 20
development by development, but was unsure how the commercial development was 21
calculated. She noted that she can gather additional information after the meeting. 22
23
Commissioner Jordahl Redlin asked if this system would be developer maintained. 24
25
City Planner Rothstein confirmed that this proposal includes that the developer would 26
construction and maintain in perpetuity. 27
28
Commissioner Ksiazek asked for information on the width of the walkway, as it appears to 29
vary in width in different areas. 30
31
Mr. Ward replied that the trail width would be eight feet in the north corridor but would be 32
lowered to six feet in the southern portion of the site. He stated that there would be flexibility 33
depending on the desire of the Commission. 34
35
Sports Booster Rep. Kuykendall asked to see the suggestions from staff on how to evaluate 36
the request and the recommended formula. 37
38
City Planner Rothstein again reviewed the suggestions on how the Commission should review 39
the request and the formula proposed by staff. She stated that staff would recommend giving 40
credit for the trail easement and construction, with the remaining balance to be paid in cash. 41
42
Chairperson Bentz referenced an area on the southwest corner of the plat and asked if the 43
intention for that area is to be used for a parking area. 44
45
