Ms. Rueckert provided a summary of the 2019 3 <br />Budget: 4 <br /> 5 <br /> General fund operating budget totals $7,206,490 6 <br /> Personnel costs represent 70% of General Fund expenditures, costs up $165,325 or 7 <br />3.41%. 8 <br /> Insurance expenditures up $55,601 9 <br /> Contracted services up $59,881 10 <br /> No reduction in liquor transfer 11 <br /> Established funding for Initiatives, $40,000 12 <br /> Capital Funds levies increased by $30,000 13 <br /> Increase in all levies totals $461,442 or 6.74% 14 <br /> 15 <br />Ms. Rueckert commented the General Fund Levy supports City Services including 16 <br />Administration, Police, Fire, Public Works, Finance, and Parks. In 2018 the average homeowner 17 <br />paid $1,059.19 based on a home valued at $274,000 ($88.27 per month for City Services). 18 <br />Grants/Donations/Partnerships since 1999 to date total $32,052.509. 19 <br /> 20 <br />The next step in the process will be held on December 11, 2018 where a public hearing will be 21 <br />held approving the Final 2019 Budget and Property Tax Levy and Adoption of the same. 22 <br /> 23 <br />Councilmember Stille asked about the amount of the assessments that the City does not have to 24 <br />pay and Ms. Rueckert stated $600,000. Councilmember Stille summarized his take on the 25 <br />budget and reviewed the budget parameters. 26 <br /> 27 <br />Mayor Faust closed the public hearing at 7:30 p.m. 28 <br /> 29 <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 18-30 <br />058; a Resolution setting the proposed 2019 tax levy and general operating budget for the City of 31 <br />St. Anthony Village. 32 <br /> 33 <br />Motion carried 5-0. 34 <br /> 35 <br />V. REPORTS FROM COMMISSION AND STAFF. 36 <br /> 37 <br />A. Resolution 18-059; a Resolution approving a Conditional Use Permit to allow for 38 <br />Dynamic Display Electronic Sign and a variance to the required setback from the curb at 39 <br />the property located at 3249 Stinson Boulevard. 40 <br /> 41 <br />Planning Commissioner Socha presented a power point summary of the CUP and Variance 42 <br />request from Rose City Sign, Inc. for Olson Truck Shop/SuperAmerica located at 3249 Stinson 43 <br />Boulevard. The existing land use is Commercial/Gasoline Station. She reviewed the surrounding 44 <br />land use/zoning. This is a Conditional Use Permit request to allow for a double-sided dynamic 45 <br />sign on the premises and a 2’6” Variance request from required 15-foot setback from curb line. 46 <br />7
