City Council Regular Meeting Minutes September 11, 2018 Page 8 Councilmember Stille asked if all projects and alternates will be bid out and Mr. Hubmer stated that is correct. Mayor Faust asked when Council will know which way the City will proceed in 2019. Mr. Hubmer stated all would be included in the bid package and then they can pick and choose. This allows the City to take advantage of the large contractors in town and the long -term impact on the levy. 9 Councilmember Stille asked about the alternate and the trail, the cemetery and the flood 10 mitigation and Mr. Hubmer indicated it would be tight. Mr. Hubmer stated the definite plans will 11 come back before Council. City Manager Casey stated the City is attempting to leverage 12 opportunities that are available. Mayor Faust invited residents if they have questions, to call City 13 Hall or view the entire report. 14 15 Councilmember Stille summarized the planned projects. 16 17 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve Resolution 18 18 -062; a Resolution receiving Feasibility Report and Ordering Plans and Specifications for the 19 2019 Street and Utility Improvements. 20 21 Motion Carried 5 -0. 22 23 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 24 25 Councilmember Stille stated on September 6, he attended the Community Services Meeting. 26 27 Mayor Faust stated on September 10, he attended the Regional Council of Mayors Meeting. On 28 September 11, he attended the Mississippi Water Management Organization Meeting where the 29 budget was approved. The MN Department of Health will be testing St. Anthony's water reuse. 30 31 VIII. COMMUNITY FORUM 32 33 Ms. Nona Kennedy Carlson, 2926 Armour Terrace, introduced some members of CHANGE and 34 stated these women are bright shining stars and they might run this country someday. 35 36 Ms. Moina Dixson stated on September 6, there was a lockdown in school. This terrified a lot of 37 the students. There were a lot of officers in the school and she feels she needs to act like a 38 different person to feel safe in school. She asked for safer gun control in school. 39 40 Ms. Naomi Tashoma stated they are girls that are making a difference because the adults could 41 not. This organization is important to her and going to school being a black woman is difficult. 42 She has been told school is a safe place but after the Parkland shooting, she opened her eyes 43 about gun violence. During the lockdown at school, her first thought was that guns were 44 involved. She asked Council if a school shooting does happen in St. Anthony, will they let it be 45 just the next school shooting or step up and make a change. She doesn't want her innocent life to 46 be taken by a bullet and she goes to school fearing for her life and being bullied.
