Resolution 18-077; a Resolution Approving Hennepin and Ramsey County 4 <br />Improvements to County Road C. 5 <br /> 6 <br />City Engineer Hubmer reviewed the Council is requested to consider a resolution approving 7 <br />Hennepin and Ramsey County improvements to County Road C in the City of St. Anthony 8 <br />Village. Ramsey County is the lead agency for the design and management of the proposed 9 <br />County Road C project. 10 <br /> 11 <br />Ms. Kathy Jaske representing Ramsey County, Mr. Nathan Ellington and Jessica Tavovich 12 <br />representing Hennepin County, and the consultant Eric Nelson appeared before the Council. 13 <br /> 14 <br />Mr. Eric Nelson reviewed the project is located along 29th Avenue/County Road C from 15 <br />Highway 88 to Long Lake Road. This is a joint effort between Ramsey County, Hennepin 16 <br />County, City of Roseville, St. Anthony Village and the Minnesota Department of Transportation. 17 <br />This is being done to replace aging concrete pavement, provide pedestrian and bike connection 18 <br />and improve traffic operations. There were two public meetings held and the major issues 19 <br />identified by the public were lack of adequate pedestrian facilities along corridor, important truck 20 <br />access route for I-35W and highway 88 and need wider lanes for trucks. Mr. Nelson showed 21 <br />some photos of the pavement failure. The work included was reviewed. Mr. Nelson described the 22 <br />new paved trail components and noted the truck stopping lane will be removed as it was rarely 23 <br />used. A drawing of the Walnut Street intersection and the Long Lake Road intersection were 24 <br />provided. The estimated construction costs are $8,380,000 with $10,975,000 Total Estimated 25 <br />Project Costs. Funding will be through a combination of County State Aid funds (gas tax), 26 <br />special assessments to benefitting properties and City funds for requested improvements (water 27 <br />main and sanitary sewer replacements, etc.) Construction is expected to begin May/June 2019 28 <br />and the plan is to be done by the end of the 2019 construction season. Construction Staging was 29 <br />reviewed. 30 <br /> 31 <br />Councilmember Stille asked if the trail on the south side is 8 foot wide. Mr. Nelson stated a 6-32 <br />foot sidewalk will be constructed on the north side also. 33 <br /> 34 <br />City Engineer Hubmer stated there are some drainage concerns and the county will be 35 <br />reconstructing the storm sewers. In addition, the City is looking at some storm water updates 36 <br />which will be coordinated with this project. 37 <br /> 38 <br />Mayor Faust stated the City is concerned about the project on County Road C. He asked that the 39 <br />two Counties think about softening the turn on Hwy 88. The City wants to have a good project 40 <br />that meets the needs of St. Anthony. 41 <br /> 42 <br />Councilmember Stille stated there is no connectivity from that area to the NE Diagonal bike trail. 43 <br />Mr. Hubmer stated they are still working on that and some right-a-way issues will be presented 44 <br />at the next Council meeting.
