Resolution 18-073; a Resolution Accepting the 28th Avenue/Pahl Avenue Neighborhood 6 <br /> Traffic Study and Adopting the Traffic Device Installation Policy. 7 <br /> 8 <br />City Engineer Hubmer reviewed Council is requested to consider a resolution accepting the 27th 9 <br />Avenue/Pahl Avenue Neighborhood Traffic Study and Adopting the Traffic Device Installation 10 <br />Policy. Mr. Chuck Rickart, Traffic Engineer with WSB was also present. 11 <br /> 12 <br />Mr. Rickart, WSB, indicated the traffic study done by WSB was authorized by the City Council 13 <br />on April 24, 2018. At the July 16, 2018 public information meeting, the study was extended to 14 <br />include the alley during school hours. On October 1, 2018 at a City Council work session a draft 15 <br />of the study was presented to the Council. Council directed staff to bring forward the study to a 16 <br />future Council meeting along with a policy for driver feedback signs installation. 17 <br /> 18 <br />Some new items were added to the Traffic Device Installation Policy including Driver Feedback 19 <br />Sign Installation Policy and Speed Limit Determination, which provides information taken from 20 <br />the Minnesota Manual on Uniform Traffic Control Devices (MnMJUTCD) guidelines. 21 <br /> 22 <br />Mr. Rickart reviewed the Study Objectives, Study Purpose, Study Process, and Data Collection. 23 <br />The identified issues were vehicle traffic volumes, speeding, cut-through traffic, pedestrian and 24 <br />bicycle traffic/circulation, school traffic and adjacent development. Recommendations and Next 25 <br />Steps were provided. 26 <br /> 27 <br />Councilmember Stille stated it’s not as simple as marking a road 20 mph. Mr. Rickart stated 20 28 <br />mph is not a legal speed for a residential street. It can be marked at 25 mph but all streets in that 29 <br />neighborhood would need to be marked the same. The study showed that people are driving 30 <br />below 30 mph. People drive at the speed they are comfortable. 31 <br /> 32 <br />City Manager Casey stated there is a significant amount of data that is taken to see if a stop sign 33 <br />is warranted. 34 <br /> 35 <br />Councilmember Randle stated one of the bigger issues is the traffic in front of the school and he 36 <br />doesn’t see how the resolution solves that problem. Mr. Casey noted Stinson is controlled by the 37 <br />Minneapolis Park Board so part of the policy would be to engage them to install speed slow 38 <br />zones in front of the school. 39 <br /> 40 <br />Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve Resolution 41 <br />18-073; a Resolution Accepting the 27th Avenue and Pahl Avenue Neighborhood Traffic Study 42 <br />and Adopting the Traffic Device Installation Policy. 43 <br /> 44 <br />Motion carried 5-0. 45 <br /> 46 <br />4
