City Council Regular Meeting Minutes
November 27, 2018
Page 5

1
C. Resolution 18-078; a Resolution Approving St. Anthony 2040 Comprehensive Plan and 2
Authorizing Submission to Metropolitan Council for Action. 3
4
City Planner Molly Just reviewed the comprehensive plan is the City’s guiding policy document 5
related to the built environment. State law requires preparation of a comprehensive plan every 10 6
years. This is an update of the comprehensive plan adopted by the City of St. Anthony Village in 7
2008. The purpose of the comprehensive plan is to cast a vision and to establish policy direction 8
for those elements over which the City has jurisdiction. These primarily include the pattern of 9
land development and public facilities such as streets, utilities and parks. Land development is 10
regulated through the City’s zoning ordinance and map, which is prepared or amended with 11
guidance from the comprehensive land use plan map and policies. 12
13
Staff’s recommends that the City Council approve the St. Anthony 2040 Comprehensive Plan 14
and authorize submission to the Metropolitan Council for formal action. Once formal action has 15
been taken by the Met Council, the plan will return to the City Council for adoption and 16
implementation. 17
18
Councilmember Jenson read two sentences from the report. He thanked the Steering Committee 19
who met 12 times. 20
21
Councilmember Stille stated the Council appreciated Breanne Rothstein’s work on the 22
Comprehensive Plan. 23
24
Motion by Councilmember Gray, seconded by Councilmember Stille, to approve Resolution 18-25
078; a Resolution to Approve St. Anthony 2040 Comprehensive Plan and Authorize Submission 26
to Metropolitan Council for Action. 27
28
Motion carried 5-0. 29
30
D.
