Resolution 18-078; a Resolution Approving St. Anthony 2040 Comprehensive Plan and 2 <br /> Authorizing Submission to Metropolitan Council for Action. 3 <br /> 4 <br />City Planner Molly Just reviewed the comprehensive plan is the City’s guiding policy document 5 <br />related to the built environment. State law requires preparation of a comprehensive plan every 10 6 <br />years. This is an update of the comprehensive plan adopted by the City of St. Anthony Village in 7 <br />2008. The purpose of the comprehensive plan is to cast a vision and to establish policy direction 8 <br />for those elements over which the City has jurisdiction. These primarily include the pattern of 9 <br />land development and public facilities such as streets, utilities and parks. Land development is 10 <br />regulated through the City’s zoning ordinance and map, which is prepared or amended with 11 <br />guidance from the comprehensive land use plan map and policies. 12 <br /> 13 <br />Staff’s recommends that the City Council approve the St. Anthony 2040 Comprehensive Plan 14 <br />and authorize submission to the Metropolitan Council for formal action. Once formal action has 15 <br />been taken by the Met Council, the plan will return to the City Council for adoption and 16 <br />implementation. 17 <br /> 18 <br />Councilmember Jenson read two sentences from the report. He thanked the Steering Committee 19 <br />who met 12 times. 20 <br /> 21 <br />Councilmember Stille stated the Council appreciated Breanne Rothstein’s work on the 22 <br />Comprehensive Plan. 23 <br /> 24 <br />Motion by Councilmember Gray, seconded by Councilmember Stille, to approve Resolution 18-25 <br />078; a Resolution to Approve St. Anthony 2040 Comprehensive Plan and Authorize Submission 26 <br />to Metropolitan Council for Action. 27 <br /> 28 <br />Motion carried 5-0. 29 <br /> 30 <br />D. Ordinance 2018-02; an Ordinance Setting Sewer, Water, Storm Water Charges and 31 <br /> Establishment of Fee Amounts for 2019 32 <br /> 33 <br />City Manager Casey reviewed this is the second of three readings of an ordinance to set sewer, 34 <br />water, storm water charges, and establishment of certain fee amounts for 2019. Staff has not 35 <br />received any letters or calls. The full presentation was made at the last City Council meeting. 36 <br /> 37 <br />Motion by Councilmember Jenson, seconded by Councilmember Stille, to approve second of 38 <br />three readings of Ordinance 2018-02; an Ordinance Setting Sewer, Water, Storm Water charges, 39 <br />and establishment of certain fee amounts for 2019. 40 <br /> 41 <br />Motion carried 5-0. 42 <br /> 43 <br />E.
