City Council Regular Meeting Minutes <br />November 27, 2018 <br />Page 3 <br />2 VI. GENERAL BUSINESS OF COUNCIL. <br />4 A. Resolution 18 -077: a Resolution Approving Hennepin and Ramsey County <br />5 Improvements to County Road C. <br />6 <br />7 City Engineer Hubmer reviewed the Council is requested to consider a resolution approving <br />8 Hennepin and Ramsey County improvements to County Road C in the City of St. Anthony <br />9 Village. Ramsey County is the lead agency for the design and management of the proposed <br />10 County Road C project. <br />11 <br />12 Ms. Kathy Jaske representing Ramsey County, Mr. Nathan Ellington and Jessica Tavovich <br />13 representing Hennepin County, and the consultant Eric Nelson appeared before the Council. <br />14 <br />15 Mr. Eric Nelson reviewed the project is located along 29d, Avenue /County Road C from <br />16 Highway 88 to Long Lake Road. This is a joint effort between Ramsey County, Hennepin <br />17 County, City of Roseville, St. Anthony Village and the Minnesota Department of Transportation. <br />18 This is being done to replace aging concrete pavement, provide pedestrian and bike connection <br />19 and improve traffic operations. There were two public meetings held and the major issues <br />20 identified by the public were lack of adequate pedestrian facilities along corridor, important truck <br />21 access route for I -35W and highway 88 and need wider lanes for trucks. Mr. Nelson showed <br />22 some photos of the pavement failure. The work included was reviewed. Mr. Nelson described the <br />23 new paved trail components and noted the truck stopping lane will be removed as it was rarely <br />24 used. A drawing of the Walnut Street intersection and the Long Lake Road intersection were <br />25 provided. The estimated construction costs are $8,380,000 with $10,975,000 Total Estimated <br />26 Project Costs. Funding will be through a combination of County State Aid funds (gas tax), <br />27 special assessments to benefitting properties and City funds for requested improvements (water <br />28 main and sanitary sewer replacements, etc.) Construction is expected to begin May /June 2019 <br />29 and the plan is to be done by the end of the 2019 construction season. Construction Staging was <br />30 reviewed. <br />31 <br />32 Councilmember Stille asked if the trail on the south side is 8 foot wide. Mr. Nelson stated a 6- <br />33 foot sidewalk will be constructed on the north side also. <br />34 <br />35 City Engineer Hubmer stated there are some drainage concerns and the county will be <br />36 reconstructing the storm sewers. In addition, the City is looking at some storm water updates <br />37 which will be coordinated with this project. <br />38 <br />39 Mayor Faust stated the City is concerned about the project on County Road C. He asked that the <br />40 two Counties think about softening the turn on Hwy 88. The City wants to have a good project <br />41 that meets the needs of St. Anthony. <br />42 <br />43 Councilmember Stille stated there is no connectivity from that area to the NE Diagonal bike trail. <br />44 Mr. Hubmer stated they are still working on that and some right -a -way issues will be presented <br />45 at the next Council meeting. Mr. Hubmer added one more issue is with Anthony Lane. <br />46 <br />
