City Council Regular Meeting Minutes <br />November 27, 2018 <br />Page 4 <br />1 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 18- <br />2 077; a Resolution Approving Hennepin and Ramsey County Improvements to County Road C. <br />4 Motion carried 5 -0. <br />6 B. Resolution 18 -073; a Resolution Acceptine the 28`s Avenue /Pahl Avenue Neighborhood <br />7 Traffic Study and Adopting the Traffic Device Installation Policy. <br />9 City Engineer Hubmer reviewed Council is requested to consider a resolution accepting the 270' <br />10 Avenue /Pahl Avenue Neighborhood Traffic Study and Adopting the Traffic Device Installation <br />11 Policy. Mr. Chuck Rickart, Traffic Engineer with WSB was also present. <br />12 <br />13 Mr. Rickart, WSB, indicated the traffic study done by WSB was authorized by the City Council <br />14 on April 24, 2018. At the July 16, 2018 public information meeting, the study was extended to <br />15 include the alley during school hours. On October 1, 2018 at a City Council work session a draft <br />16 of the study was presented to the Council. Council directed staff to bring forward the study to a <br />17 future Council meeting along with a policy for driver feedback signs installation. <br />18 <br />19 Some new items were added to the Traffic Device Installation Policy including Driver Feedback <br />20 Sign Installation Policy and Speed Limit Determination, which provides information taken from <br />21 the Minnesota Manual on Uniform Traffic Control Devices (MnMJUTCD) guidelines. <br />22 <br />23 Mr. Rickart reviewed the Study Objectives, Study Purpose, Study Process, and Data Collection. <br />24 The identified issues were vehicle traffic volumes, speeding, cut - through traffic, pedestrian and <br />25 bicycle traffic /circulation, school traffic and adjacent development. Recommendations and Next <br />26 Steps were provided. <br />27 <br />28 Councilmember Stille stated it's not as simple as marking a road 20 mph. Mr. Rickart stated 20 <br />29 mph is not a legal speed for a residential street. It can be marked at 25 mph but all streets in that <br />30 neighborhood would need to be marked the same. The study showed that people are driving <br />31 below 30 mph. People drive at the speed they are comfortable. <br />32 <br />33 City Manager Casey stated there is a significant amount of data that is taken to see if a stop sign <br />34 is warranted. <br />35 <br />36 Councilmember Randle stated one of the bigger issues is the traffic in front of the school and he <br />37 doesn't see how the resolution solves that problem. Mr. Casey noted Stinson is controlled by the <br />38 Minneapolis Park Board so part of the policy would be to engage them to install speed slow <br />39 zones in front of the school. <br />40 <br />41 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve Resolution <br />42 18 -073; a Resolution Accepting the 27' Avenue and Pahl Avenue Neighborhood Traffic Study <br />43 and Adopting the Traffic Device Installation Policy. <br />44 <br />45 Motion carried 5 -0. <br />46 <br />
