Resolution 18 -078; a Resolution Approving St. Anthony 2040 Comprehensive Plan and <br />3 Authorizing Submission to Metropolitan Council for Action. <br />4 <br />5 City Planner Molly Just reviewed the comprehensive plan is the City's guiding policy document <br />6 related to the built environment. State law requires preparation of a comprehensive plan every 10 <br />7 years. This is an update of the comprehensive plan adopted by the City of St. Anthony Village in <br />8 2008. The purpose of the comprehensive plan is to cast a vision and to establish policy direction <br />9 for those elements over which the City has jurisdiction. These primarily include the pattern of <br />10 land development and public facilities such as streets, utilities and parks. Land development is <br />I 1 regulated through the City's zoning ordinance and map, which is prepared or amended with <br />12 guidance from the comprehensive land use plan map and policies. <br />13 <br />14 Staff's recommends that the City Council approve the St. Anthony 2040 Comprehensive Plan <br />15 and authorize submission to the Metropolitan Council for formal action. Once formal action has <br />16 been taken by the Met Council, the plan will return to the City Council for adoption and <br />17 implementation. <br />18 <br />19 Councilmember Jenson read two sentences from the report. He thanked the Steering Committee <br />20 who met 12 times. <br />21 <br />22 Councilmember Stille stated the Council appreciated Breanne Rothstein's work on the <br />23 Comprehensive Plan. <br />24 <br />25 Motion by Councilmember Gray, seconded by Councilmember Stille, to approve Resolution 18- <br />26 078; a Resolution to Approve St. Anthony 2040 Comprehensive Plan and Authorize Submission <br />27 to Metropolitan Council for Action. <br />28 <br />29 Motion carried 5 -0. <br />30 <br />31 D. Ordinance 2018 -02; an Ordinance Setting Sewer, Water, Storm Water Charges and <br />32 Establishment of Fee Amounts for 2019 <br />33 <br />34 City Manager Casey reviewed this is the second of three readings of an ordinance to set sewer, <br />35 water, storm water charges, and establishment of certain fee amounts for 2019. Staff has not <br />36 received any letters or calls. The full presentation was made at the last City Council meeting. <br />37 <br />38 Motion by Councilmember Jenson, seconded by Councilmember Stille, to approve second of <br />39 three readings of Ordinance 2018 -02; an Ordinance Setting Sewer, Water, Storm Water charges, <br />40 and establishment of certain fee amounts for 2019. <br />41 <br />42 Motion carried 5 -0. <br />43 <br />44 E.
